It is one of the largest players for cultural programmes in Afghanistan and endeavors to preserve the country’s culture for future generations of the Afghan people. In this overall framework, UNESCO is currently undertaking a number of different cultural programmes, aimed at supporting activities to protect and promote Afghan culture in all its dimensions and its contribution to the social and economic development of the country. Recognizing the power of culture as a driver of social and economic development, UNESCO seeks to create strategies for employment and livelihoods within the culture sector and undertakes a number of projects which contribute to this aim. UNESCO is looking for a committed Project Officer with specific experience in cultural projects who will coordinate, manage and implement all the aspects of the projects and ensure their contribution to the overall goal of creating employment, livelihoods and the sustainable management of the World Heritage property. Long Description ---------------- **Duties and responsibilites** Under the overall authority of the Director of the UNESCO Kabul Office, and the direct supervision of the Culture Programme Specialist, the Project Officer shall manage the implementation of the activities under the projects: - Oversee the management of planned activities and coordinate outcomes with other projects within the programme, liaise with relevant services at Headquarters, such as the World Heritage Centre and secretariats of the relevant conventions; - Plan and coordinate all activities relating to the projects according to the established work plan; - Supervise the establishment, management and monitoring of contracts and relationships with multiple implementing partners/consultants/contractors covering the range of expertise required to successfully implement the project activities and in respect of the rules and regulations of the Organization; - Liaise and facilitate consultation between the relevant stakeholders in Kabul and in the provinces, NGOs, private companies and local community stakeholders as required and necessary; - Promote sustainable strategies on the safeguarding and management of cultural heritage in Afghanistan and on the implementation of the UNESCO’s cultural conventions; - Liaise with existing and potential donors to Afghan cultural heritage; - Organize stakeholder meetings and capacity-building workshops concerning heritage preservation, management and possible integration with development processes; - Organize events to enhance awareness raising and programme visibility both inside and outside Afghanistan; - Facilitate information sharing amongst stakeholders, representation of UNESCO with the local community, NGOs and the donors in the course of the projects; - Undertake missions as necessary and requested for project implementation. **COMPETENCIES (Core / Managerial)** ------------------------------------ Communication (C) Accountability (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Advanced University degree (Master’s or equivalent) in the field of culture, cultural heritage, international development or a related field. ***Work Experience*** - Minimum of 4 years of relevant professional experience in the field of culture, cultural heritage, international development or a related field, of which preferably two years acquired at the international level. - Experience in managing built heritage projects, including archaeological and monumental conservation and management projects. ***Skills and competencies*** - Strong analytical and problem solving skills. - Excellent interpersonal skills. - Strong writing skills. - Leading and supervising skills. - Excellent project implementation skills. - Ability to making sound decisions on all aspects of project implementation. - Ability to manage a team, and to prioritize and take responsibility for follow-up on instructions and decisions taken and expected projects’ outcomes according to the projects’ documents. ***Languages*** - Excellent knowledge of the English language (both written and spoken).
