Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a highly qualified Project Officer (Capacity Building) to be based in Kyiv.

DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, Individual protection assistance, mine victim assistance, legal aid, GBV prevention and Response, and PSS. In addition to protection programming, DRC is currently implementing Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter interventions, and Economic Recovery, Humanitarian Demining and Explosive Ordnance Risk Education. The organization counts with 7 offices in the country.

Overall purpose of the role

  • Under supervision of the Capacity Building Programme Manager, contribute to the implementation of main programme components, namely projects strengthening the systems of civil society organizations (CSOs) that support internally displaced persons (IDPs) and vulnerable population in Ukraine through the development and facilitation of trainings, assessment of CSO needs, field visits and close collaboration with context-relevant stakeholders
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the project activities being implemented by DRC
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of project activities

Geographic scope: Kyiv, Ukraine

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks.

Main responsibilities

Programming & Operations

  • Ensure efficient and effective implementation of project respective activities like trainings, mentorships, knowledge and experience exchange events for CSOs etc. while following the work plan and budget
  • Establish and perform sustained communication and cooperation with partner civil society organisations (CSOs)
  • Contribute to conducting needs assessments of partner CSOs to identify and analyse their needs and gaps informing adequate programming
  • Support provision of a wide range of trainings (classical trainings, mentorships, individual support etc.) for partner CSOs, including organising introductions and follow-up meetings with participants
  • Assist in designing and delivering high quality capacity building activities to address the identified needs of CSOs
  • Contribute to facilitating thematic workshops for the targeted CSOs to support knowledge and experience sharing, cooperation and networking
  • Maintain regular communication with external experts and consultants, including carrying out coordination meetings and tracking progress of assigned tasks
  • Contribute to the monitoring of activities, progress and the collection of data throughout the implementation of projects as well as liaise with the DRC MEAL department
  • Contribute to researches leading to the development of future CSO support projects
  • Produce project documentation in English and Ukrainian, including, but not limited meeting minutes, concept notes, proposals, budgets (to donors) and a variety of (internal and external) reports and publications
  • Perform monitoring and field visits to locations where partners are based in different areas of Ukraine
  • Back-up other Capacity Building Officers and Assistants when necessary
  • Ensure compliance with the DRC Code of Conduct
  • Perform other tasks as requested by DRC management.

Coordination and representation

  • Develop and maintain good relations with the project beneficiaries, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of the project activities
  • Coordinate with external stakeholders and other DRC programme and support departments with regard to procurement of services and synergetic programmatic approaches.

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.

Roles reporting to this position

  • Does not have direct line management responsibility for staff.
  • Implements the Capacity Building Programme Manager’s and the Capacity Building Project Coordinator’s decisions, often playing a role in deciding how to do it; and how to achieve the objective set by the Capacity Building Programme Manager and the Capacity Building Project Coordinator.

Required experience and competencies

  • Minimum 3 years of practical experience in sectors of capacity building, good governance, policy-making and/or policy analysis working for international and national CSOs
  • Extensive knowledge of capacity building practices; awareness of common approaches to strengthening organizational framework, demonstrated interest in institutional development practices
  • Professional experience in working at/with IDP-oriented CSOs or government agencies will be a plus
  • Good writing, reporting and organisational skills Strong interpersonal, communication and negotiation skills
  • Excellent skills in using MS Word, Excel, PowerPoint, Teams and Zoom
  • Full professional proficiency in English
  • Fluency in Ukrainian

Required education

  • Relevant university degree (e.g. political science, international affairs, social sciences and law) or equivalent professional qualification.

We offer:

Contract length: 3 months with possibility of extension based on available funding.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff
