Overview

Provide technical expertise for the BAY Project implementation.

You have:

  • Master's degree or equivalent with 5 years of experience in International Relations, Maritime Security, Public or Maritime Administration, Social Sciences or other relevant subjects; or First University degree (Bachelor or equivalent) plus 7 years of experience.
  • A minimum 5 years (with a Masters degree) or 7 Years (with a Bachelor degree) of progressively responsible experience in delivering project services that include the design and implementation of international development projects, and the assessment of technical assistance needs is required.
  • Experience in delivering international maritime conferences, capacity-building workshops and activities is required.
  • Proficiency in Microsoft Office applications is required.
  • Knowledge and understanding of capacity-building challenges and international regulations related to maritime security and safety would be advantageous.
  • Proficiency in English, both written and oral, is required.
  • Working knowledge of French or Portuguese would be an advantage.

Contract

This is a NO-C contract. This kind of contract is known as National Professional Officers. It is normally only for nationals. It's a staff contract. It usually requires 5 years of experience, depending on education.

The salary for this job should be more than 4,882 USD.

Under the overall supervision of the Head, Maritime Security Section, MSD, and direct supervision of the BAY Project Advisor, the incumbent will provide technical expertise associated with the "Boosting Implementation of the Yaoundé Code of Conduct Project" (BAY Project).

Position Purpose

Under the overall supervision of the Head, Maritime Security Section, MSD, and direct supervision of the BAY Project Advisor, the incumbent will provide technical expertise associated with the "Boosting Implementation of the Yaoundé Code of Conduct Project" (BAY Project).

Duties and Responsibilities

Implementation and coordination of the "Boosting Implementation of the Yaoundé Code of Conduct Project

  • Provide expert advice on developing regional strategic communication plans related to enhanced implementation of the Yaoundé Code of Conduct, utilising input from IMO instruments and experts. Review, edit and contribute to other products developed or commissioned by the BAY Project
  • Prepare and maintain a comprehensive assessment, training and mentoring plan for each regional Zone under the project, including activity descriptions and how they relate to each implementation area, project output and outcome
  • Initiate, contribute and coordinate the development of guidance documents to assist beneficiaries in undertaking regional and national level assessments related to implementation of the Yaoundé Code of Conduct
  • Supervise the preparation of quarterly reports, including descriptions of variances against the project training plan for each beneficiary country
  • Develop and manage the project mentorship programme, and serve as supervisor for the Project Assistant and United Nations Volunteers (UNVs), acting as liaison officer with the Interregional Coordination Centre (ICC) and coordinator of projects as assigned by the Project Advisor (PA)
  • Oversee and coordinate the work of recruited consultants, IMO experts, and UNVs and implementing partners, and ensure the timely delivery of expected outputs, and effective synergy amongst the assessment, training and mentoring activities.
  • Assist the PA to ensure timely delivery of results and outputs in all project activities.
  • Oversee the development and maintenance of the ICC website
  • In line with IMO rules and regulations and the prevailing project implementation arrangements, provide input to the recruitment and hiring of consultants and experts as needed.
  • Ensure that individual projects are managed through the project cycle including Monitoring and Evaluation Tools (M&E) and secure additional oversight where necessary.
  • Support project outcomes through participation in national and sub-regional level capacity-building activities when requested by the PA, including national assessments, workshops and seminars.
  • Oversee development of project management reports to be submitted to implementing partners and the donor and directly contribute to such reports where necessary
  • Provide input and assist the PA in the final report on project achievements and sustainability of project results.
  • Manage the technical closure at the end of the BAY Project.
  • Facilitate conferences or other regional or global events organized under the Project's framework with multiple stakeholder participation.
  • Ensure timely coordination of project governance and advisory meetings.
  • Undertake any other tasks to ensure proper project implementation, as requested by the PA.
  • Facilitate policy dialogues on training amongst the implementing partners and stakeholders at the national and sub-regional levels and provide advice and support to the PA on any related issues.
  • Chair technical working group discussions and participate as a speaker in international conferences, exhibitions and other outreach activities representing the Project and IMO.
  • Supervise the organization of training workshops, seminars, expert groups, etc.
  • Participate and make presentations on assigned topics related to the Project.

Required Skills and Experience

Education:

  • Master's degree or equivalent with 5 years of experience in International Relations, Maritime Security, Public or Maritime Administration, Social Sciences or other relevant subjects;
  • or First University degree (Bachelor or equivalent) plus 7 years of experience.

  • A minimum 5 years (with a Masters degree) or 7 Years (with a Bachelor degree) of progressively responsible experience in delivering project services that include the design and implementation of international development projects, and the assessment of technical assistance needs is required.

  • Experience in delivering international maritime conferences, capacity-building workshops and activities is required.
  • Experience in organizing global information exchange forums and strategic communication capacity building would be an advantage.
  • Experience specifically in delivering training aspects of maritime safety would be an advantage
  • Proficiency in Microsoft Office applications is required
  • Experience in managing web site development is desired
  • Knowledge and understanding of capacity-building challenges and international regulations related to maritime security and safety would be advantageous.
  • Professional project management qualification would be an advantage
  • Past employment in maritime security, maritime safety or maritime administration would be an advantage.

Languages requirements:

  • Proficiency in English, both written and oral, is required
  • Working knowledge of French or Portuguese would be an advantage.
