OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.Within the emergency programme, the objectives of WHO's emergency response team are to support Member States by: (1) promptly assessing health needs of populations affected by a crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; (2) coordinating and monitoring emergency health relief efforts under the aegis of the Inter-Agency Standing Committee; (3) ensuring that critical gaps in the health response are rapidly identified and filled; (4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response. All the above are building on the performance standards and core commitments of the WHO Emergency Response Framework (ERF) and the four critical functions in emergency response: leadership, information, technical expertise and core services.

DESCRIPTION OF DUTIES

Within the framework of the project “European Union assistance to address top priority health-related preparedness and response efforts of Uzbekistan to combat COVID-19 outbreak”, the incumbent will ensure the day-to-day running of the project in a national context, including liaison with partners, preparation and monitoring of workplans, daily oversight of the project budget and financial implementation vis-a-vis EU funding requirements.Key duties:1. Support the WR by providing technical input in the preparation of a project work plan in line with objectives and targets of the project and in close coordination with counterparts and partners at national level. 2. Technical support to MoH and partners for the development of Personal Protective Equipment (PPE)PPE demand and distribution plan, taking into account other available donations or self-purchase capacities.3. Procurement of the identified number of necessary PPEs in line with WHO disease commodity package for COVID-19 through the WHO Global Order and other supply channels when necessary and available. 4. Organization of transportation and storage arrangements for the procured goods;5. Monitoring of the distribution by conducting of Monitoring and Evaluation (M&E) missions, including sporadic visits at healthcare facilities to ensure that the medical facilities and mobile health activities have adequate supply of PPEs in compliance with WHO health standards, as well as assessment of proper distribution and usage of PPEs.6. Facilitate advocacy and communication activities documenting the impact of the project and ensuring visibility and acknowledgment of the EU contribution based on communication and visibility plan of the project.7. Draft progress reports in line with project requirements within the given deadlines.8. Perform other duties as required by the supervisor for the successful implementation of the Project.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in public or business administration, logistic management, logistics, engineering, or related field from an accredited/recognized institute. Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring

Experience

Essential: At least 2 years of national work experience in managing logistics operations and supply operations. Desirable: Experience in managing emergency logistics/supply operations. Working experience with WHO/UN agencies, health cluster partners, recognized humanitarian organizations.

Skills

Excellent analytical and organizational skills.Excellent interpersonal skills and ability to work under pressure.

Essential: Expert knowledge of English. Intermediate knowledge of local language and russian.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 33,317 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
