This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Good governance, rule of law and access to justice are one of the UNDP’s main area of work in Kosovo. The EU Support to Confidence Building in the Western Balkans project will support confidence-building activities in Bosnia and Herzegovina (BiH), Montenegro, North Macedonia, Serbia, and Kosovo through provision of expertise and support to better equip judicial and law enforcement authorities in handling war crimes cases at the domestic level, improve conditions for regional cooperation in case processing, enhance delivery of support services to victims and witnesses and strengthen capacities for victim support, towards victim-centered and human rights-based domestic handling of war crimes. It will support public awareness of past crimes, dialogue and exchanges amongst stakeholders, especially youth and future opinion leaders. The aim is to increase accountability for war crimes and enhance dialogues about crimes committed during the 1990s, towards sustainable peace, resilient societies, and stronger social cohesion.

UNDP Kosovo is implementing domestic activities related to this project and contribute to project objectives through four, interlinked outputs: • Output 1: Judicial authorities in the region are better equipped to handle war crimes • Output 2: Improved conditions for regional cooperation on war crimes • Output 3: Increased delivery of gender sensitive support services to victims and witnesses of war crimes and stronger capacity of relevant actors • Output 4: Grassroots actors better equipped to raise public awareness and foster mutual understanding through fact-based dialogues about crimes committed during the 1990s conflicts on the territory of the former Yugoslavia

Under the direct supervision of the UNDP Project Manager and overall guidance of UNDP Governance and Peacebuilding Portfolio Manager the UN Volunteer will undertake the following tasks:

A. Communication Strategy: • Develop an annual communication plan in close consultation with the Project Team and in line with UNDP Kosovo and regional communications strategy, and in compliance with the UNDP-EU guidelines for EU funded projects; • Support visibility and public awareness of the Project’s activities by drafting, editing, and preparing communication related products and materials for external communications, including press release, blog posts, web stories and human-interest stories, which demonstrate the impact of the project. Drafting of Briefing Note and Talking Points for senior management is also required. • In close cooperation with UNDP Communication Team, provide content for social media accounts, including Facebook and Twitter, in compliance with guidelines and standards. Ensure timely, quality, and broad reach of the content. • Liaise with EU Delegation Communication(s) to ensure information sharing, coordination, and alignment of visibility materials with corporate requirements. • Maintain digital media archives including photos. • Ensure that communication objectives of the communication strategy are regularly evaluated and adjusted if necessary. Ensure that related results and reports are prepared and shared on a timely basis.

B. Project Implementation Support – Sub-Grants Management • Provide operational support in the development and implementation of the overall grant-making process. • Review the Call for Proposals prepared by the Project Team and ensure compliance with UNDP rules and regulations including alignment with Regional requirements; • Collect clarifications and inquiries from applicants and respond in coordination with the Project Team; • Ensure the implementation of the call for proposals and grantee selection processes including thorough review and evaluation of technical proposals, accompanying budgets, workplans and supporting documents as per the set selection criteria, abiding by UNDP guidelines and standard operating procedures; • Oversee grantees’ activities and ensure planned activities are implemented. When required flag potential issues to the Project Manager and design corrective actions. • Support the team in preparing progress and final evaluation project reports for the UNDP Regional Project Team and the development partner. • Conduct research on the project areas of work and identifies innovative approaches and solutions that may be replicated in Kosovo.

• Demonstrated experience in project implementation and research. • Demonstrated experience in dealing with social media platforms. • Previous experience as a volunteer at local, national or international levels a distinct advantage • Excellent knowledge in working with Microsoft Office applications and in conducting online research.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in UNDP Kosovo.

National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents - except for UN Community Volunteers), as well as final repatriation (if applicable). Learning leave: 10 working days per consecutive 12 months and Maternity / Paternity leave.
