UNESCO‘s intervention in education is nested within a humanitarian-development nexus, and aims at sowing the seeds for long-term sustainable development in South Sudan. Based on its mandate and comparative advantage, UNESCO strives to promote education as a fundamental human right in South Sudan through policy development, education systems strengthening and successful implementation of programmes and projects that support quality education and lifelong learning opportunities for all. UNESCO's comparative advantage is supporting ministries and national institutions through successful collaboration to encourage and facilitate access, quality, relevance and equity in the delivery of education to all. UNESCO Juba Office, recently launched a four-year project (2021-2024) that aims to strengthen Technical and Vocational Education and Training in South Sudan with the generous funding from Swedish International Development Agency (SIDA). The project aims to reduce unemployment and boost livelihood opportunities amongst young women and men from poorer families through strengthening gender responsive governance, quality and relevance of the TVET system in South Sudan, including strengthening environment and climate change awareness and adaptation capacity to reduce vulnerability and incidences of inter-communal and intra-communal conflicts. The project focuses on changing perspective and notion of the community and the government through policy and programme interventions towards non-gender-bias division of labour, recognizing value of domestic work, and breaking through stereotyped engagement of women in livelihood activities. Long Description ---------------- Under the overall authority of the UNESCO Assistant Director-General for Education and guidance from the Head of the UNESCO Juba Office, and the direct supervision of the Head of the Education Unit/Education Programme Specialist, the Project Officer will be primarily accountable for the timely and efficient management and implementation of the “Strengthening Technical and Vocational Education and Training in South Sudan” project. The Project Officer will be responsible for carrying out the following tasks and responsibilities: 1\. Project Management: Oversee all aspects of programme management including financial, procurement, contract and administrative planning, implementation, monitoring, evaluation, and reporting in line with UNESCO procedures and requirements. 2\. Technical support and leadership: Institutional system strengthening and capacity development by establishing effective communication channels and networks with government counterparts and other relevant national institutions through the Project Advisory Committee whom he/she will serve as the Secretary. This will include mobilizing technical support from the wider UNESCO’s networks and incorporate international best practices into the programme; and ensuring that governance structures and systems established at the national level with support from the CapEd programme are replicated at the sub-national and local levels and supported to run effectively. 3\. Monitoring, Evaluation and Reporting: Oversee and monitor the implementation of project activities ensuring technical and operational quality assurance of all project deliverables; identify opportunities and challenges during implementation and recommend remedial actions to ensure programme objectives are met or surpassed; prepare the required donor progress and final reports (narrative and financial); plan and coordinate baseline, mid-term and final evaluation of the project; and contribute to UN system-wide reports. 4\. Communication and Visibility: Ensure programme and donor visibility and public recognition by carrying out regular communication and visibility activities. 5\. Partnership and Coordination: Maintain a strong and constructive working relationship with the project implementing partners and ensure effective and timely communication and coordination with donors on major programme developments, including through the Advisory Committee for the project. 6\. Supervision and Teamwork: Directly supervise the National Project Officer(s), Project Assistant, driver, consultants and volunteers (performance and administrative management); contribute to building and/or maintaining a professional and effective working environment characterized by effective teamwork, collegiality, and mutual respect.
