This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the general supervsioin of the Head of Country Programme and close coordination with the International Shelter Specialist and National Programme Coordinator, he/she strengthens the relationship with the local authorities at the Governorate and City levels to advocate for UN-Habitat mandate and ensure the facilitation of and smooth implementation of UN-Habitat programmes/projects. The National UNV Specialist makes sure the proper implantation of project outputs/results under the “Emergency Debris Management and Disposal of Hazard Waste Programme in Saada City-Yemen”.

The National Specialist represents UN-Habitat in the UN coordination meetings at the local level and ensure proper advocacy for the UN-Habitat roles and responsibilities and shares information on the progress of works on different projects on the ground., the UNV Project Officer will:

Specifically, the he/she shall:

  • Lead the coordination with and substantive preparation and support provided to National and the local authorities in Saada and relevant community representatives and stakeholders pertaining the implementation of the projects.
  • Assess the condition of debris in the most affected areas, identify three most affected neighbourhoods for the intervention and draft a rapid assessment report, including an estimate amount of debris.
  • Conduct consultation process and agree with the stakeholders on the debris management needs of two neighbourhoods
  • Ensures that the application of no-harm approach and safe and environmental disposal of debris
  • Prepare detailed design, drawings and Bills of Quantities for debris collection and removal of the selected three neighbourhoods and related hazard waste management
  • Provide technical and managerial guidance on implementation of debris management and relevant livelihood initiates; with the focus on recycle and reuse of construction material or rehabilitation of houses and public facilities
  • Prepare regular and ad-hoc reports on the progress of works of different activities implemented at the state and locality levels;
  • Check and verify payments made by the different counterparts, contractors and suppliers and office operations related payments and provide recommendations to Yemen office to process payments; and
  • Attend regular meetings with the UN coordination meetings and provide information on the progress of works at the state level.
  • Undertake assessment and collect up-to-date information for new projects/initiatives to improve the living conditions of the people in Saada Governorate.
  • Mapping stakeholders and assessing training and capacity building needs for public entities, local government and involved ministries departments and representatives etc.

Collaboration with other UN agencies

  • Prepare an annual workplan using the logframe and the time schedule, to monitor the implantation and prepare and submit regular monthly report for internal purposes and quarterly and annual report to the donor, which include the update/progress of project visibility and communication , in comparison with the Plan.
  • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Bachelor’s degree in a relevant area, e.g. Civil or environmental Engineering

Required experience:

24 Months

Experience remark:

  • At least 2 years of professional work experience at the national and/or international level in waste management and construction of types of projects and familiarity with safe collection and disposal of debris and hazard waste, or other relevant programmes; Experience in natural resources management is an advantage, experience working in the UN or other international development organization is preferred;
  • Knowledge of different environmental aspects of Solid Waste management and recycling.
  • Basic understanding/experience of urban planning, housing, basic infrastructure and related issues is an asset.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;

  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
  • Sound security awareness;
  • Have affinity with or interest in housing and infrastructure, volunteerism as a mechanism for durable development, and the UN System.
