OBJECTIVES OF THE PROGRAMME

All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right.All of WHO's actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.The WHO Country Office supports the Member State to shape its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the GPW13 and particularly BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system, facilitates policy dialogue and provides technical support as necessary. The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed.The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

Within the framework of the Central Asia COVID-19 Crisis Response (CA-CCR) project, the purpose of the position will be the day-to-day running of the project in a national context, liaison with national authorities, EU, partners, regional pro-country offices project teams, preparation and monitoring of workplans, daily oversight of the project budget and financial implementation vis-a-vis EU funding requirements.Key duties:1. Support the WHO Representative and the Project Coordinator in the preparation of a project work plan in line with objectives and targets of the project and in close coordination with counterparts and partners.2. Support the monitoring of activities and delivery of project milestones and deadlines. 3. Support the development, update and adaptation of relevant guidelines, training materials and tools, as well as training needs assessments. Contribute to the organization of project training activities. 4. Provide technical and organizational support for the study visits planned during the duration of the project, ensuring proper documentation and reporting of capacity building events. 5. Support the organization of missions of WHO staff and experts, facilitating monitoring and following-up their recommendations.6. Provide technical support to the national task force(s) and related committees for the coordination of project activities at country level, and facilitate effective coordination and collaboration among related institutions, local authorities and NGOs.7. Facilitate coordination with the relevant ministries for joint actions such as working groups, roundtables and meetings to facilitate implementation of priority project areas at national and local levels.8. Provide technical support in the organization of meetings of project partners and NGOs on a regular basis, and events to increase national awareness including visibility and media events whenever required.9. Support the development and update of specific advocacy materials for the project, in coordination with relevant partners and Ministries. Facilitate advocacy and communication activities of the project based on communication and visibility plan of the project.10. Draft progress reports in line with project requirements within the given deadlines.Perform other duties as required by the supervisor for the successful implementation of the Project.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in medicine, epidemiology, public health or similar area, relevant to this position. Desirable: Master's degree or advanced training in any of the above.

Experience

Essential: At least 2 years of national work experience in a public health related field. Demonstrated experience working with multiple stakeholders such as national policy makers and/or NGOs in the area of public health. Desirable: Demonstrated experience in planning and coordination and implementation of health-related projects or programmes. Relevant experience with(in) WHO, UN agency or international organization

Skills

Demonstrated knowledge of the EU system and operational context, funding modalities, EU logical framework approach and reporting requirements.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 31,912 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
