OBJECTIVES OF THE PROGRAMME

COVID-19 has taken lives and exacted a toll on individuals, families, communities and entire nations. The pandemic has overwhelmed health systems and badly shaken economies around the world, showing that health and economic outcomes are interdependent. Its effective and efficient control will require sustained public health measures and access to affordable, safe, efficacious, assured quality vaccines, along with therapeutics, diagnostics and other health products. Owing to the unprecedentedly high demand, many countries are facing extreme difficulties in accessing essential medical supplies such as personal protective equipment, mechanical ventilators and diagnostics for COVID-19 disease. It is expected that access to novel COVID-19 health products, once they are available, will most likely be limited by short supply due to insufficient manufacturing capacity coupled with extraordinarily high demand. The world is responding with unprecedented efforts to accelerate the development and production and to ensure equitable access to vaccines, diagnostics and therapeutics for COVID-19 disease. The recently established Access to COVID-19 Tools (ACT) Accelerator is currently the largest global collaboration working to accelerate development and production and to ensure equitable access to new COVID-19 technologies. The WHO Secretariat, following both long-standing and recent mandates from WHO Member States, is being tasked with developing the basis to ensure fair, equitable and timely access to scarce novel or repurposed COVID-19 health products. WHO hosts a support structure known as the ACT-Accelerator Hub. The hub ensures the cross-cutting functions for the ACT-Accelerator.

DESCRIPTION OF DUTIES

The incumbent will work with the health economist, the data manager, the business analyst, contractors and the team lead, plus the colleagues in the other divisions that are integral part of the Access and Allocation workstream core group, to develop the software platform(s) needed for data collection and validation, allocation modeling and validation, and data visualization. Further, the incumbent will oversee the creation of a dashboard of allocation information for public consumption, ensuring transparency for the Access and Allocation work. The incumbent will work under the supervision of the technical lead for Access and Allocation.- Working with various stakeholder counterparts throughout WHO and partner organizations, determine and define project scope and objectives for the implementation of all information technology projects related to COVID-19 access and allocation- Support any needed procurements by drafting necessary documentation, including project requirements and plans, and overseeing all processes according to WHO guidelines- Manage the work of contracted technical personnel while ensuring contractors are working toward established milestones- Support development and upgrades of the WHO Country Assessment Platform- Recommend information technology strategies, policies, and procedures by evaluating outcomes, identifying problems and risks, evaluating trends and anticipating requirements- Accomplish financial objectives by forecasting requirements, preparing project budgets, scheduling expenditures and analyzing variances- Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First-level university degree in the area of computer science, information management or closely related field relevant to the position. Desirable: Advanced university degree in law, computer science, or business administration. Active Microsoft Azure certification.

Experience

Essential: At least five (5) years of professional experience as a project manager on web development projects. Demonstrated professional experience working with different stakeholders on developing concept documents, proposals and other related documents. Demonstrated professional experience managing employees and contractors. Demonstrated exposure at the international level. Desirable: Experience in legal issues related to procurement and/or data standards. Experience with WHO or other international or multinational organizations.

Skills

Essential: Demonstrated skills in developing and evaluating business requirements Knowledge of data requirements specific to the area of medicines and health products Demonstrated skills and knowledge in developing websites, web applications, and/or mobile applications involving the collection of significant amounts of data from many users and the development of training for the application Excellent communication and language skills Strong interpersonal skills and proven ability to work in a multi-cultural environment Strong collaboration skills with international multi-stakeholder Desirable: Knowledge of common WHO data platforms, such as XMART Acquaintance with the common medicines and vaccines databases, as well as WHO monitoring tools, such as MedMon, PIEMEDS

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4519 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
