PROJECT DESCRIPTION:

The Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project with the following overall objectives: (1) improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases including Tuberculosis (TB) through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems. The global project supports countries to achieve their Global Health Security Agenda (GHSA) goals and other related initiatives.

The country Global Health Security (GHS) portfolio will identify and help implement proven approaches to improve surveillance and biosafety and security. The project aims to support the country in its preparation for emergency response for potential threats, outbreaks, and pandemics.

JOB SUMMARY:

Working closely with the Project Specialist, the Project Officer assists in the project operations and implementation, liaise with stakeholders and counterparts, ensures the effective implementation of TA activities within the project site. S/he will provide programmatic assistance to project staff in supporting the broad scope of TA, from assessment, training, capacity and systems strengthening, resource optimization and mobilization, program review, and supportive supervision.

The Project Officer will assist in developing technical and knowledge products, including reports and workplans, as well as provide higher-level administrative support on core project operations. S/he will ensure efficient coordination and communication among USAID, DOH, FHI 360, ICF, other implementing partners, project sites, and other key stakeholders from the national to health facility levels.

Provides basic technical support and guidance to staff and partners in the region and in country offices. Drafts the technical portions of proposals and project design, based on the design and direction set by technical leadership. Implements and monitors technical strengthening initiatives. Develops adoption and/or training strategy, designs and conducts training or adoption activities for a specific technical area. Creates scientific or technical material in area of expertise.

Evaluates programmatic effectiveness and provides technical assessment reports. Provides administrative support on core project operations (e.g., update manuals, assist with proposals, and budget tracking).

KEY RESPONSIBILITIES:

  • Support project operations administratively and technically; provides high-quality deliverables to clients
  • Ensures project activities are on track with work plans
  • Liaises and coordinates specific project activities to assigned project sites and key stakeholders
  • Maintains frequent coordination and communication with management and staff and external clients to plan and collaborate activities
  • Identifies and resolves problems promptly that would not require management’s direct involvement and analyzes information skillfully
  • Ensures activities are implemented according to standard operating procedures (SOP’s).
  • Responds to requests and inquiries from internal and external staff
  • Contributes to required project deliverables, including but not limited to workplan, progress reports, presentation materials, and other related technical documentation
  • Assists in providing technical support in the development and dissemination of tools, materials, manuals, reports, papers, and interventions for projects.
  • Supports in technical troubleshooting, guide data application, and analysis
  • Assists in the preparation of reports and other documentation
  • Performs other duties as assigned by the supervisor

MINIMUM REQUIREMENTS:

  • Demonstrated strong management, coordination, organization, and facilitation skills, especially with development and/or emergency response projects
  • Ability to work in teams and build consensus with individuals at all levels
  • effective interpersonal skills
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Knowledge of monitoring and evaluation methodologies
  • Demonstrates ability to differentiate between situations that can be handled independently and those which require escalation
  • Ability to initiate and implement activities with minimal oversight and supervision, assess priorities, and competently complete a variety of activities with a high level of accuracy and timeliness
  • High degree of computer literacy; competent in using Microsoft Office package, particularly, Word, Excel, and Power Point and with experience using database and data analysis software
  • Ability to analyze data for and correct data errors and prepare reports
  • Strong organizational skills and attention to detail
  • Results-oriented, flexible, and problem-solving skills
  • Effective communication skills (verbal and written)

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Usual office working conditions
  • Ability to travel domestically at least 25%

EDUCATION/EXPERIENCE:

  • Bachelor’s degree or its international equivalent in Veterinary Medicine, Animal Health Courses, Environmental Health courses or related fields
  • Typically requires 3-5 years working in health or any social development sector on project implementation
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
