Overview

Lead GBV prevention and response project M&E systems.

You have:

• Advanced university degree in a social science degree, population, demography and/or other related international development discipline.
• At least 5 years increasingly responsible professional experience in the field of monitoring and evaluation of gender, population and development activities, with experience in programme/project management.
• Proven experience in the area of results-based management, monitoring and evaluation, statistics and/or research methodologies.
• Substantive knowledge and practical experience in monitoring and evaluation in development work; experience in humanitarian rapid assessment, monitoring and evaluation is an asset.
• Proven knowledge and past experience on database management (including data analysis and presentation) and exposure to research/survey methodologies preferably in gender, population and human development issues.
• Strong research and analytical skills.
• Data analysis skills and familiarity with statistical software (i.e. SPSS, Stata) and online data collection tools.
• Experience with UN M&E systems and tools is an asset.
• Experience in using Office software packages and web-based management systems.
• Fluency in English is required. Working knowledge of another official UN language is desirable.

Contract

This is a P-3 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 5 years of experience, depending on education.

Salary

The salary for this job should be between 92,490 USD and 121,109 USD.

The Position:

Directly reporting to the Gender Based Violence (GBV) Prevention and Response Team Leader, the Project M&E Specialist will lead the implementation of the GBVPR monitoring and evaluation systems including the management of the contract with the Emory University to manage and provide technical oversight to the baseline and end line evaluations as well as the operational research component. S/he will lead the monitoring and reporting function, manage a Junior Professional Officer, and contribute to the capacity building of the GBVPR team and partners on results based management.

Job Purpose:

The Gender Based Violence Prevention and Response Project – Phase II is UNFPA’s flagship project contributing to the third of UNFPA corporate goal of Three Zeroes:

1. Zero unmet needs for family planning;

2. Zero maternal deaths and;

3. Zero Gender Based Violence by 2030

Building on the wealth of lessons and good practices from the first phase of the program, the M&E Specialist is expected to provide technical leadership and strong management to the project’s specialized Monitoring, Evaluation and Learning (MEL) component; leading the monitoring and results tracking of the project and providing inputs for timely course correction and adaptation and building the capacity of the team members for improved results delivery. This entails the management of contract with the Emory University, who shall lead the baseline assessment; operational research throughout the life-cycle of the project and the end line assessment. The Project M&E Specialist will be supported in the day to day, monitoring, reporting and capacity development work by a junior professional officer for M&E.
