This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the direct supervision of the Programme Analyst, Inclusive Growth and SDGs, the Project Manager will undertake the following tasks:

1) Management of project activities and the achievement of project targets and results, by focusing on the following results:

  • In accordance with the project objectives and in close coordination with IPs and the project personnel, plan and develop proposals and inputs for the implementation of activities in the project Annual Work Plans (AWPs) according to UNDP CO timelines;
  • Coordinate development and formulation of detailed implementation documents (concept notes, ToRs, proposals, agreements), procurement, communication, travel, monitoring and evaluation, disbursement, and risk management plans for the project;
  • Ensure implementation of activities as per AWP and agreed deadlines as well as according to detailed implementation and procurement plans;
  • Support establishment of adequate monitoring procedures and systems throughout project activities in close collaboration with the CO Programme Management Support Unit;
  • Ensure that UNDP´s results-management systems are kept updated for project results-information including ATLAS project management module;
  • Manage the accurate and timely high-quality results reporting on the progress of the project and achievement of annual targets to the technical committee and partners;
  • Supervision of the Project Associate or other project personnel to ensure operational efficiency and effectiveness in the delivery of project activities and goals.
  • Liaise with the finance and procurement teams to ensure smooth and timely processing of requests.
  • Implement project communications activities in close collaboration with the CO Communications Team and the Project Team;
  • Organize and participate in project level coordination meetings and/or technical working groups as per project plan and AWP. Share information on technical project-related issues with partners and stakeholders;
  • Implement project governance arrangements. Oversee organization of technical committee meetings and ensure timely preparation of agenda, background materials to agenda items and minutes as per CO SOPs.

2) Coordinate provision of high-quality technical advice and build partnerships, focusing on achievement of the following results:

  • Coordinate the activities of the project technical personnel, responsible parties, and consultants. Ensure that technical outputs are provided according to plans and up to highest technical standards;
  • Establish, maintain and facilitate strategic dialogue between the project and Government officials at central and local levels, NGOs, partners, donors and other stakeholders in project´s area of work;
  • Draft papers/briefs/proposals/concept notes in project´s technical focus as required;
  • Ensure cooperation and coordination with other UN agencies and other partners for implementation of joint activities within the area of the project;
  • Identify resources mobilization opportunities in close collaboration with the UNDP Programme Compliance and Oversight Management Support Unit. Develop funding proposals and concepts as requested;
  • Develop quarterly and annual progress reports (financial and narrative) and provide reporting inputs to formulation of UNDP Results Oriented Annual Report;
  • Coordinate project strategies and activities with other UNDP projects to ensure the effective implementation of the Country Programme Document;

  • Provide inputs to UN coordination platforms and participate in meetings, as requested.

3) Facilitate knowledge building and management, focusing on achievement of the following results:

  • Support systematic building of capacities of Implementing Partners through introduction of innovation and best practices, access to knowledge and expertise and promote its application to project implementation;
  • Promote teamwork, information sharing and collaboration within the Project Team and between the Project Team and the CO Programme Team;
  • Promote skills development of the Project Associate or other project staff through supervision, coaching and mentoring;
  • Coordinate capturing and dissemination of lessons learnt during project implementation;
  • Facilitate the Project’s representation and/or participation in international knowledge networks to draw on and share best practice and lessons learned for application in Zambia

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Development Studies, Political or International Relations, Business Administration, Social Sciences or a related field.

Required experience:

36 Months

Experience remark:

  • Three or more years’ experience in project management, monitoring and evaluation, reporting and project development and reporting preferably in the international development sector;
  • Work experience in donor relations and report writing for specific cooperating partners and government counterparts interest would be an advantage;
  • Strong technical writing skills in English are mandatory.
