What is SCOPE?

SCOPE is WFP’s beneficiary information and transfer management platform. It is an in-house developed technology that on the one hand functions as a database that securely stores the beneficiary information you may need to carry out your operations and on the other, offers a number of functionalities and capabilities that facilitate how to manage the transfer of benefits. The data stored in it can be used to identify trends, emerging needs and issues, allowing us to know the people and the context, so we can adapt and provide a more meaningful service. SCOPE helps us enhance the impact of our operations by ensuring the right person receives the intended benefit, at the right time, in the best way.

Background and Purpose of the Assignment

Under the overall responsibility of the Head of Digital Solutions and Innovation, and under guidance from the Deputy Emergency Coordinator, the incumbent will undertake the leadership role of the SCOPE team and managing SCOPE activities for WFP in Bangladesh. The role includes providing technical advice and guidance to management, functional units and cooperating partners while making decisions and other relevant guidelines on implementation operations.

Key Responsibilities

  • Overarching objective: Manage SCOPE into a robust and efficient digital platform for Bangladesh emergency response, based on the country strategic plan and agreements while adopting new technologies to support humanitarian responses. The incumbent is also expected to advise management focusing on operationalisation of scale-up of electronic multi-wallet platform to external partners and linkage with other WFP digital solutions, including building blocks.
  • Oversee SCOPE operations in Cox’s Bazar through providing strategic advice to the management, close coordination with WFP internal units and external partners, suggesting appropriate digital solutions to meet operational needs and effectively managing the SCOPE Unit.
  • Develop scope strategies and implementation plans to ensure SCOPE is implemented in support of WFP and partner programmes and provide advice on technical solutions available and explore development of new technologies as requested by programme.
  • Translate WFP management’s strategic visions into practical action plans in the field by assessing feasibility of the systems, requirements of human resources and budget allocation, and operational capacities of WFP and its partners.
  • Contribute to formulation and implementation of WFP’s programme strategy while providing technical advice and support to management, Programme and other partners in development of programme concepts, procedures, systems and tools for efficient assistance delivery.
  • Improve the SCOPE database quality and expand the SCOPE use as multi-wallet platform by external partners in close coordination with the WFP Bangladesh teams, global SCOPE/IT teams, UN agencies and NGO partners.
  • Lead the process of data-sharing and Joint Plans of Actions with UNHCR to fully align the SCOPE database with UNHCR/Government-registered official database, including automation of data-sharing with UNHCR.
  • Enhance WFP’s leadership status in coordination forums relating to beneficiary data management and wider programme policy focus such as inter agency and other key meetings where SCOPE is an issue.
  • Provide strategic and technical guidance on appropriate digital solutions and programme designs to meet WFP operations needs and initiate innovative pilot projects, including farmers markets, block chains, and connecting to financial service providers.
  • Test new technologies and applications, including real-time biometric identification and mPOS, to improve effectiveness and efficiency of SCOPE operations and cohesion of digital platforms, in close coordination with the SCOPE team based in Nairobi and HQ.
  • Provide technical advice on capacity assessment of different digital platforms, procurement planning, and data anaylsis. Develop report templates and provide continuous feedback and analysis on SCOPE implementation. Develop Standard Operating Procedures for all SCOPE-related activities.
  • Proactively ascertain resource needs and develop training manuals for staff and partners capacity building to ensure synchronized technical backstopping and compliance.
  • Provide support and advice on data sharing issues, beneficiary data protection and guide Data Protection Focal point on data requests
  • Lead, motivate and develop a team of international and national SCOPE staff with varying skill sets and experience to enable high performance

Qualifications & Experience Required

Education: Advanced university degree in project management or business management or other relevant field, or first University degree with additional years of most relevant related work experience or trainings/courses.

Experience:

  • At least 4 years of field experience in humanitarian response operations;
  • At least 3 years of progressive experience in project management, information systems (business analysis and project management roles) and/or business systems implementation and programme implementation
  • Experience in implementing SCOPE database or transfer mechanism
  • Has experience in service provision and support;
  • Has experience in team management;
  • Has experience in implementing or supporting Cash-based Transfer (CBT) programmes

Language: Proficiency in English

Knowledge:

  • Understanding of project management principles to provide estimates on timing, resource utilisation and costs to facilitate the project planning process.
  • Ability to develop and maintain relationships with a range of individuals in order to provide a high-quality support service.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Ability to prioritize, multi-task, coordinate workloads, and work under pressure to meet deadlines.
  • Ability to be creative yet analytical with a logical mind and an eye for detail.
  • Ability to work unsupervised and under own initiative

Desired:

  • Awareness of overall IT governance structure and system architecture development to support processes and assist in design of interaction between systems.
  • Understand and follow established standards and protocols for service excellence in IT operations to maintain quality of delivery and high levels of customer satisfaction.
  • Exhibit detailed understanding of customer IT requests in order to effectively address and manage internal customers ‘needs including identification of recurrent issues to propose long-term solutions.

Deliverables at the end of the Contract

  • SCOPE is functioning well, and all WFP beneficiaries’ data is regularly updated;
  • SCOPE is functioning well and accessible to the humanitarian community;
  • SCOPE as a delivery mechanism is implemented in support of WFP programme;
  • Humanitarian partners are properly assisted in the use of SCOPE.
  • Liaison with WFP CO units and external stakeholders ensured;
  • SCOPE support team trained;
  • Ability to work unsupervised and under own initiative
