Overview

Manage and implement the ReliefEU project for humanitarian partners.

You have:

  • Minimum 7 years of humanitarian experience, including 3 years in senior project roles.
  • Relevant university degree; Master’s degree preferred.
  • Demonstrated experience in consortium-based project management and donor compliance.
  • Familiarity with Results-Based Project Cycle Management and surge deployment systems.
  • Strong facilitation, negotiation, and presentation skills.

NORCAP works with and through our partners to improve aid in two complementary ways:

  • We provide targeted expertise to strengthen our partners’ response.
  • We collaborate with partners to develop solutions to un-met gaps and challenges.

NORCAP, in collaboration with iMMAP Inc. and ECHO, will be implementing the “ReliefEU – creation of a surge capacity for experts to support humanitarian partners” project. This 24-month initiative aims to improve the speed, coordination, and reliability of humanitarian surge deployments across the sector.

We are now seeking a Project Manager to be responsible for the overall management and implementation of the joint project between NORCAP, IMMAP Inc. and DG ECHO. Within the approved mandate defined by the collaboration agreement the Project Manager's main responsibility is to safeguard a timely, cost-efficient, quality focused implementation and operationalization. This is a temporary position with a fixed duration of two years.

Qualifications

To excel in this role, candidates should possess the following qualifications and skills:

  • Relevant university degree; Master’s degree preferred.

Responsibilities

As the Project Manager, you will take on the following responsibilities:

  • Oversee the project in NORCAP on behalf of the partnership, including coordination, resource planning, progress monitoring and reporting

  • Ensure optimal use of project resources within the allocated project budget and plan

  • Be the project focal point, proactively facilitate an effective and well-functioning implementation that delivers collectively and according to plans.

  • Lead day-to-day project implementation and coordination with partners.

  • Manage project planning, delegation, monitoring, and control across time, cost, quality, and scope.

  • Oversee budget forecasting, donor compliance, and reporting.

  • Chair partnership meetings and ensure effective governance structures.

  • Promote operational improvements and contribute to project design and service development.

  • Represent the project in external forums and facilitate visibility and advocacy.

  • Ensure timely delivery of progress reports and proper documentation.

  • Build relationships with Standby Partners and support agreement development.

  • This role interfaces with NORCAP’s strategic planning teams, finance and monitoring specialists, ECHO’s Joint Planning Group, and key stakeholders across the humanitarian sector.
