Following Beirut Port explosion on 4 August severe impact was on health sector. According to WHO reports, impacts on health infrastructure include three hospitals rendered non-functional, three substantially damaged, 500 hospital bed equivalents lost, and many primary care facilities damaged.

Quarantina Hospital is the only public hospital located in northern Beirut, a few hundred meters from Beirut port, in a highly populated suburb. Quarantina services some 500,000 people, of which 150,000 are children, from seven of Beirut’s neighborhoods (Quarantina, Gemmayze, Saifi, Burj Hammoud, Nabaa, Dora, and Sin el Fil.

The blast also severely damaged the Ministry of Public Health (MoPH) National Central Drugs Warehouse (CDW) and Central Supply Drug Warehouse, which also included 7 cold rooms for vaccine storage and medicines storage (such as essential drugs for acute and chronic conditions). At the night of the explosion and in the following days, UNICEF supported the MoPH Quarantina to immediately safeguard the vaccine and medicines stocks and transport them to safer storage facilities, as temporary and emergency response measures after the blast and engaged in rehabilitating and reconstructing the central warehouse in Quarantina that was affected by Beirut port blast

UNICEF engaged with the MoPH and the Council for Development and Reconstruction (CDR) to plan for reconstruction within the new building of a pediatric and newborn unit, and the maternity and obstetric ward, to ensure the continuum of emergency care for mothers, newborns and children.

In support to the MoPH, UNICEF has contracted a consultancy company that has prepared the technical documents of the Quarantina warehouse project and will contract a construction company on tendering basis to undertake the rehabilitation and reconstruction work.

A Consultant, that we would like to recruit to support the whole management of the Quarantina rehabilitation project (the hospital and the Supply Central Warehouse). This consultancy will focus on the rehabilitation of the Hospital in priority, in close coordination with the UNICEF construction unity and the Health and nutrition section, and on the needed support for the timely rehabilitation of the Central Supply warehouse in close coordination with UNICEF engineer (focal point), MoPH, WHO and contractor.

The Consultant will follow up closely on different grants funding the construction of the Quarantina Hospital, and Quarantina Supply warehouse, managing and monitoring the project budget, prepare narrative report on the project updates (donor reporting), coordination meeting with different stakeholder, writing needed letters for MoPH approval, ToRs, and other needed paper work and follow up on related Sales Orders, participate as needed in technical review and bidding review processes. The consultant to complete other relevant tasks as requested by H&N section and UNICEF engineer.

How can you make a difference?

Main activities are:

- Setting up, monitoring and evaluating various rehabilitation project plans, particularly relating to the Karantina hospital rehabilitation project, the rehabilitation of the dry store in the central warehouse and the rehabilitation of the cold chain, in consultation with all stakeholders

- Facilitate and document partner and donor reporting. Complete donor and partner briefing and reports. Contribute with latest update on the rehabilitation project to internal reporting, sitrep, or any documentation. Contribute in developing donor proposals.

- Convene and attend project coordination/overall coordination meetings

- Coordination internally with different section:

  • The health and nutrition section
  • Prime section for donor management and reporting
  • Communication section for Fund raising initiatives
  • The Construction unit

- Grants Management and Budget Management

To qualify as an advocate for every child you will have…

  • An advanced university degree, preferably with background in complex project management, business and management and reporting
  • A minimum of 3 years of relevant professional experience in project management, budget management or first level degree with additional 2 years of experience
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Project and budget management experience
  • Experience in writing reports is an asset (in English)
  • Strong partnership management skills required
  • Partnership Management – liaising between various stakeholders – including in the health, construction sector and UNICEF staff

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
