Job description

GIZ International Services (InS) is a business unit within GIZ and is mainly in charge of projects funded by other donors than the German government, such as international organisations, bilateral donors, development banks, foundations and private companies. In these sectors, the demand for GIZ’s services in sustainable development has been steadily increasing over the years. Our clients benefit from 40 years of practical experience in international cooperation and accumulated knowledge of 10,000 programmes and projects in more than 120 countries and more than 100 technical areas. GIZ InS is able to deliver on highly complex challenges with excellent teams of German, international and local experts.

We are looking for a project manager (m/f/d) for our regional team Anglophone Africa. You will join a diverse team which values cooperation and common learning, own initiatives and agile working. The Anglophone Africa team strives to deliver meaningful results for a range of clients across Africa in the areas of public sector capacity building and governance, agricultural value chains, private sector development and investment readiness, access to justice and rule of law, human rights and GBV prevention, carbon credits, private sector, etc.

Your tasks

You will be working both in the acquisition of new projects, mainly with multilateral donors such as the EU, and in the implementation and backstopping of ongoing projects in the Anglophone Africa portfolio. You will also cooperate with other regional portfolios, particularly Francophone Africa. Your main tasks will include the following:

Acquisition:

  • Identify and nurture new project opportunities that fit within our geographic and thematic focus, and ensure early positioning and capture planning, especially for tenders with international bi- and multilateral donors such as the EU.
  • Network with (potential) donors, clients, partners and experts to develop responsive value propositions for identified leads.
  • Prepare documents for prequalification processes and positioning.
  • Manage the proposal development and submission process, including drafting of documents and coordinating with donors, consortium partners, technical writers, and our in-house recruiting, financial and legal departments.

Project Implementation and Backstopping:

  • Overall coordination and management of the implementation of specific projects in close coordination with the team on site, donors and consortium partners as well as specific functional units within GIZ (HR, finance et al.).
  • Support the project teams on site in all matters necessary for a successful implementation and result delivery.
  • Ensure the timely identification and mobilization of resources as per the project plan.
  • Manage the delivery of contractual requirements for the client on time.
  • Project financial management and monitoring in close cooperation with project controlling.
  • Supervise and support project procurement processes in accordance with GIZ policies and procedures.
  • Coordination of the identification and mobilization of short-term experts.
  • Supervision and quality assurance of the project reporting.
  • Contribution to GIZ’s knowledge management.

Your profile

  • You hold a master’s degree in a subject relevant to international cooperation, such as Economics, International Agriculture, Public Governance or Finance, International Relations, Public Health, Sustainable Finance, Climate Change or Policy, or similar.
  • A project management certification such as PMI, PRINCE2, or APMP is considered an asset.
  • You have a minimum of three to five years of professional experience in project management and backstopping for international cooperation service contracts with international donors such as the EU, MCC, EIB, FCDO.
  • You have at least three years of relevant professional experience in the full acquisition cycle (from early positioning to consortium building and proposal development) of competitive service contracts with international donors such as the EU, MCC, FCDO, or similar.
  • Full familiarity with the EU PRAG Guidelines for service contracts is considered a strong asset.
  • Experience with delivering sustainable development results specifically for private companies or foundations investing in Africa is considered an asset.
  • You have a demonstrated passion for and knowledge of current trends and developments in international cooperation.
  • You have demonstrated experience working under the pressure of deadlines and are able to prioritize and communicate in stressful situations.
  • You have strong relationship building skills and are able to deal appropriately with politically sensitive topics in an intercultural environment.
  • You have a strong client orientation and can manage client relationships well.
  • You have excellent analytical, organisational and process skills.
  • You enjoy working in a diverse team, yet are also able to work independently.
  • You enjoy and are able to travel frequently to countries in our region of operations.
  • Full literacy in the usual MS Office applications, particularly MS Excel, is required.
  • Full fluency in English (spoken and written) is an indispensable requirement. Fluency in French would be a strong asset. Other relevant language skills, including German, are considered as further assets.
