This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Description of task

Under the direct supervision of the UNEP/MAP Deputy Coordinator, and the overall guidance of UNEP/MAP Coordinator, and in close consultation with QSR Programme Officer, the UN Volunteer will undertake the following tasks:

· Supporting the project coordination and implementation working closely with UNEP/MAP components.

· Providing substantive support for the development of a detailed workplan including activities to be implemented by the partners.

· Monitoring delivery of outputs and progress of implementation of activities in accordance with the Project Document and the workplan and ensuring quality of outcomes and proposing necessary amendments as need be.

· Providing substantive support for the coordination and management of overall project budget revisions/implementation including those of implementing partners.

· Supporting harmonization and coherence of all activities and project outputs together with the Project Steering Committee.

· Providing substantive support for the execution of Project Activities assigned to MAP Coordinating Unit including MED POL Programme.

· Contributing to the preparation of various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, and their translations.

· Informing and advising the implementing partners through the Project Steering Committee on any issue likely to affect the financial resources or the scope of the activities foreseen.

· Supporting the organization of the Project Steering Committee Meetings including preparation of the agenda and dissemination of the Meeting minutes to all participants/concerned parties, as well as effective communication and follow-up.

· Contributing to the development and management of the performance and impact assessment system for the project including substantive inputs to the definition of measurable indicators, ensuring adherence to the Project’s monitoring and evaluation framework as well as the organization of any external evaluations required.

· Disseminating the results of the evaluation to all partners for further review as a means to ensure the most effective implementation and results orientation of the project.

· Providing substantive inputs for the development of TORs and delivery of the work of Consultants in the context of the expected outputs of the Project.

· Handling administrative paperwork in implementing the project.

· Collecting information on latest developments on ecosystem approach at regional and global levels, reviewing and analysing issues and trends, to contribute to the policy development of UNEP/MAP.

· Contributing to the organization of meetings, seminars, and/or public relations events that are required to ensure effective coordination and implementation of the overall Ecosystem Approach Roadmap and its activities including both substantive and logistical aspects of meeting organizations.

· Seeking opportunities for creating networks with relevant initiatives, institutions, NGOs, scientific community, with special emphasis on synergies with EU MSFD work.

· Supporting the coordination and monitoring all the Communications activities of the project in collaboration with MAP Information Officer and respective MAP Components.

Educational additional comments

Advanced university degree (Master’s degree or equivalent) in environmental studies or management, science, international relations, political science, law or related disciplines,. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience remark

A minimum of 5 years of progressively responsible experience in project/programme management, and environmental policy coordination and/or related field. A good understanding of the European Union Marine Strategy Framework Directive (EU MSFD) implementation is desirable.

Language skills

  • English(Mandatory), Level - Fluent
  • French(Mandatory), Level - Working Knowledge

Area of expertise details

  • Demonstrated knowledge and experience in supporting the preparation and implementation of projects is required;
  • Good skills in project management are required;
  • Good communication skills, ability to write reports and to speak in public are required;
  • Good knowledge in office automation software (Word, Excel, Power Point) is required.
  • Knowledge of the policy and legal framework of the Mediterranean region, including the Barcelona Convention and its Protocols and experience in working with the governments of the Contracting Parties of the Barcelona Convention are strong assets;
  • Knowledge and/or working experience of SAP Enterprise Resource Planning (ERP) software (Umoja) is an asset;

Fluency in English (oral and written) is required;

Working knowledge of French is required;

Knowledge of Arabic and/or Spanish is an advantage.
