Project Manager: Cash & Food Assistance-Gakacyo South-Galmudug

The Role:

This role has principal responsibility to provide operational oversight and project management of all Food and Cash Assistance Projects to achieve project objectives. The position holder will also represent World Vision in meetings for donor(s), Local Authority, State government and other key stakeholders. The role will also ensure high quality implementation of project activities, grant management according to donor requirements and international accounting standards, timely donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes. The Project manager will be accountable for delivering all project results. S/he will maintain communication with the project sub –grantees and oversee coordination of their technical activities within the project framework, work plan and budget. Further, the position holder is, in consultation with Area Manager, expected to liaise closely with the Ministry of Religious Affairs as stipulated in the memorandum of understanding (MoU) between WV and the Ministry to coordinate joint initiatives

Grant / Project Management

  • Head the implementation of projects at the field level, ensuring that the programme’s ultimate, intermediate and immediate Outcomes are achieved.
  • Plan, direct and co-ordinate activities of multiple food assistance projects.
  • Coordinate and manage project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Lead project sub-grantee (partner) agencies and stakeholders in participatory planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines.
  • Provide timely input and contribution to the completion of annual work plans, reports and ensure grant management compliance for projects in alignment with donor and WV regulations.
  • Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
  • Gather and compile project reports from project officers/coordinators, and prepare overall performance progress reports detailing achievements against plan and variance on a regular basis.
  • Provide to the project team with standard documents/tools to ensure standardised approach to the operations.

Staff Management & Supervision:

  • Supervise a team of project implementation staff.
  • Ensure competent and motivated staff are hired in time and retained.
  • Conduct quarterly reviews of staff performance in line with WV Somalia performance management system, ensuring that there is opportunity for staff feedback.
  • Ensure proper technical capacity of staff through training and performance management to project staff
  • Direct and motivate the project team(s) to achieve the desired results, often using matrix management, and ensure effective communication is maintained throughout the project.
  • Manage staff performance through regular appraisals, performance reviews and clear with objectives.

Budget Management;

  • Manage project budget within approved spending levels and ensure accurate and timely financial reports to donors
  • In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
  • Manage project start-ups; project closing and ensured project deliverables achieved within time, cost and scope.
  • Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations…..(be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.

Monitoring, Reporting, Documentation & Knowledge Management;

  • Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
  • Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
  • Track project deliverables using appropriate project management tools
  • Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
  • Submit timely accurate and quality reports that meet donor requirements.
  • Constantly monitor and report on progress of the project to all stakeholders
  • Working closely with the TU, lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination
  • Work closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders

Donor Relations & Engagements;

  • In coordination with PDQA represent the Project and World Vision in engagement opportunities with the donor, the State government, UN agencies, clusters, implementing and technical partners and other relevant stakeholders.
  • Represent World Vision at field meetings with the Government and project counterparts to provide updates on program implementation.

Essential:

  • Bachelor’s degree in Economics, Agriculture, Social Sciences or any other related field.
  • At least five years of experience in project management and managing of sub-awards to sub-recipients.
  • Proven ability to manage complex partnership relationships/consortiums including effective coordination with host country government
  • Experience in partnership building and coordination with the donors, private sector, NGO and local community organizations.
  • Experience and familiarity with a number of donor requirements, e.g. WFP; FAO; UNHCR; UNICEF; DFID; EU; GF; USAID grants management.
  • Fluency in English and Somali
  • Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.
  • Positive collaboration and facilitation skills; Leadership of large and diverse teams; Diplomacy
  • Proven experience in proposal writing and project reporting
  • Must be able to build collaborative relationships, network and communicate with a wide range of stakeholders to facilitate and negotiate mutually satisfactory outcomes
  • Strong analytical skills and high-level technical proficiency with Microsoft Word, Excel and PowerPoint, with ability to use these tools to collect and analyze immunization program data.
  • Good business-oriented verbal, visual and written communication skills.
  • Proficiency in MS Office with the use of IT facilities for information-sharing and/or database management.

Working Environment:

The position is office-based in South Galkacyo-Galmudug with regular travel to other field locations for donor and stakeholders’ consultations.
