Expected duration - The duration of the consultancy is 6 months with possibility of extension, subject to availability of funds and continuing need. - The selected candidate will be remunerated at the P4 level of international staff salary scale. - The consultant will be based in Amman.

Duties and Responsibilities The services of an external consultant are now required for the review of the business processes and reports for case management of investigations and associated disciplinary measures and for the expansion of the Agency system(s) to support the end-to-end processes and reporting across the Agency. Under the day-to-day supervision of the Head of the Business Service Management Section in the Information Management and Technology Department (IMTD) and the overall supervision of the Chief of Business Engagement Division, the specialist will work closely with IMTD Business Service Managers and relevant business department. The consultant will be responsible for the following activities. ¿ Liaises with business departments and other offices (including Department of Internal Oversight Services, Human Resources Department, Executive Office, Neutrality Office, Department of Legal Affairs, Ethics Office, and Field investigation committees) to review existing case management processes and systems and to identify any reporting requirements. ¿ Identifies process improvements for the reporting of misconduct cases and disciplinary measures across the Agency. Reviews existing case management system, based on i-sight, to understand requirements that can be me with existing functionality, additional features that can be supported by enhancing i-sight and gaps to be filled through other tools. ¿ Assesses the need to migrate data to the existing system to ensure complete reporting and agrees the data migration approach. Oversees the reconciliation of data between departments and data on misconduct cases, especially those concerning neutrality, between existing case management systems. ¿ Defines and manages the project to update the existing i-sight system to create an Agency-wide integrated case management system to support the business processes and user requirements, including reporting requirements. ¿ Ensures adherence to IMTD standards. ¿ Manage the implementation project/s in line with IMTD governance processes. ¿ Performs other duties as may be assigned by the supervisor.

Qualifications/special skills Academic Qualifications: MINIMUM QUALIFICATIONS AND EXPERIENCE: ¿ An advanced university degree from an accredited educational institution in information systems management, law; jurisprudence; public administration; social work; or any other related field. ¿ Project management certification (PMP, PRINCE2) or five years of project management experience. ¿ Advanced level of knowledge of Microsoft Office and related applications.

DESIRABLE QUALIFICATIONS: ¿ At least two years’ ICT experience related to case management / investigations. ¿ Previous experience with UNRWA, other UN agency, or experience in humanitarian settings, preferably with international organizations. ¿ Previous experience working in the Middle East.

Experience: ¿ A minimum of eight years of progressively responsible relevant professional experience in the analysis, implementation, and management of IT business systems in the public or private sector, of which at least two years should be outside home country. Language: ¿ Fluency in spoken and written English.

Additional Information The consultant should be willing to reside at the duty station and may be required to visit the field offices. Working from home will be considered.
