You have:
- Advanced university degree (Master's degree or equivalent) in supply chain management, logistics, business administration/management, engineering, IT, or related field is required.
- A first-level university degree in combination with three (3) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
- Professional certification in one of the following areas: supply chain management/logistics, forecasting and planning, data analysis is required.
- A minimum of seven (7) years of progressively relevant experience in acquisition and requisition planning, logistics, data analysis, IT, project management, engineering, property and asset management, administration, procurement is required.
- Experience in data analysis and visualization using Power BI (Qlik or similar), Excel, Power query (under Power BI and Excel) is required.
- Experience in using SAP or similar ERP software is desirable.
- Experience in using applied analytics, business intelligence, information management to advance decisions, strategies and execution is desirable.
- Experience in carrying out data analyses, understanding of statistical forecasting techniques and models to interpret the outcomes accurately is desirable.
- Fluency in English is required.

Result of Service
- Improved data output produced in SCPT which must be reliable to avoid the negative impact on the Mission Budget proposal
- Enhanced SCPT data cleansing, especially with blocked or without cost PIDs, inaccurate demand forecasting, stock levels’ verification, historical/ consumption data analysis, price alerts as well as improved checking of other SCPT attributes and key figures.
- More efficient data scrutiny of the forecasts (for goods and services) generated by the SCPT
- Streamlined and improved procurement of required goods and services
- Better inventory accuracy, and optimized inventory stocks (avoiding stock outs or surplus)
- Improved end-to-end visibility of supply chain process
- Streamline upstream with downstream processes (ordering vs procured, and receiving), achieve cost-efficient sourcing that is critical for the budget formulation and operate in compliance with internal controls best practices
- Allow ARU to cope with new roles imposed by SCPT and effectively handle the heavy workload
- Automated date capture and reporting (ex. building efficient and effective reports to audit the data quality in SCPT, and SRM, in synchronization with the approved BPC budget)
- Enhanced tracking and tracing for the Shopping Carts raised and approved Purchase Orders
- Mitigation of duplicated solicitations by analyzing data from the mission demand plans (across all the Cost Centers)

Duties and Responsibilities
Organizational Setting and Reporting
This post is located in the Acquisitions and Requisitions Unit, Supply Chain Management Service of the United Nations Mission in South Sudan (UNMISS). The Acquisitions and Requisitions Unit coordinates the Mission’s demand planning, development, and management of the acquisition process for various services and commodities while considering suitable sourcing options, including global and regional systems contracts, local market conditions, logistics forecasting, determining inventory management policies, supply schedules, and prioritization of operational supply chain requirement. The Acquisition Data Analyst reports directly to the Chief Acquisitions and Requisitions Unit.
The successful applicant will initially be given three (3) months contract with possibility of extension.
Key Responsibilities:
Within delegated authority, The Acquisition Data Analyst will be responsible for the following duties:
• Performs SCPT data analysis and cleansing and produces reports especially for: blocked or without price PIDs, inaccurate demand forecasting, stock levels’ verification, historical/ consumption data analysis, price alerts as well as checking of other Supply Chain Planning Tool (SCPT) attributes and key figures. • Designs, implements and reports on Key Performance Indicators (KPIs) for the end-to-end Acquisitioning data management. Project manage and be the primary Mission contact for these KPIs. • Builds efficient and effective reports to audit the data quality in and between SCPT, and Supplier Relation Management (SRM), in synchronization with the approved Budget and Planning Consolidation (BPC) budget. • Develops continuous improvement plans and longer-term strategic requirements, which include collaborating with technical units (TUs) and other stakeholders to review SCPT data inputting processes and design and implement new or adapt existing processes to improve accuracy and compliance results. • Implements and maintains an enhanced/automated tracking and tracing report for the Shopping Carts raised and approved Purchase Orders as an end to end report. • Work with the ARU management to translate strategic objectives into executable goals, to develop plans for achieving stated objectives, and address any issue or poor performance. • Extracts, analyzes and integrates data to develop operational, analytical and strategic reporting solutions. • Develops, optimizes and maintains visualizations tools to provide real-time insights to business data. • Prepare recommendations to the Chief of Unit and other stakeholders based on data analysis and independent root cause analysis conducted with key stakeholders/business process owners. • Provides senior management with project risk assessments and summary level project status reports. • Strategize with ARU Chief to forecast problems, assess potential risks and solutions, and plan alternatives. • Develops detailed work plans, schedules, project outcomes, forecasts, and status reports. • Conducts project meetings and is responsible for project tracking and analysis. • Partners through ARU and Section management with HQ focal points with a focus on software product (SCPT) problems, development and integration. • Instills process discipline, systems thinking, and critical tools deep into the organization thereby enhancing the mission capacity for effective and efficient project management on system data analysis process. • Provides overarching facilitation for all aspects of the acquisition data analysis project, working with all the TUs to realize returns on investment of the SCPT as an UN newly implemented ERP. • Liaises with relevant sections with respect to the quality of the SCPT data and assists in the preparation of quarterly progress reports. • Consolidates and analyzes the entire mission data on: budget, SCPT requirements, stock holdings, consumption patterns, procurement cycle times, sourcing, and forecasts of internal and external customers. And measure the impact of the data on the downstream process (i.e. procurement, inventory) • Creates and maintains a computer-based system to track Mission Contracts during their lifecycle allowing their timely extension as well as providing detailed statement of expenditures. • Prepares integrated, timely and accurate reports to monitor and track all aspects of the Mission supply chain to ensure an uninterrupted supply of goods and services so as to meet operational requirements. • Develops and delivers statistical analysis, standard business intelligent reports and recommendations to the Chief of the Unit and Supply senior management. • Performs other related duties as required.
