Job Description

The IRC is a founding member of the Asia Displacement Solutions Platform (ADSP), together with the Norwegian Refugee Council (NRC) and the Danish Refugee Council (DRC), and works together to influence the programming and policy of key actors to both reduce displacement and drive solutions for displaced people across southeast Asia. Together with partners ADSP and the Asia Pacific Refugee Rights Network (APRRN), the IRC leads a regional advocacy program funded by ECHO and named “Advancing regional solutions to refugee displacement in Asia” implemented in Malaysia, Thailand and India. This 12-month program with potential to extend will focus on displaced populations from Myanmar located across south and Southeast Asia. The project aims to develop a network of refugee-focused civil society organizations, strengthen their skills to deliver effective national-level advocacy, to undertake research in the target countries, and to develop and implement evidence-based influencing strategies at both regional and global levels.

Scope of work

The Project Manager will provide technical and project management support to the Project Coordinator and partners to support the smooth implementation of the project. The Project Manager will be responsible for handling all grant management related tasks of the project, including preparing narrative reports, partnership agreements, and working in close coordination with the IRC’s regional support team, including regional awards management unit, regional finance analyst, and the MEAL Advisor. The Project Manager will lead on developing project-related written materials – such as newsletters, info-sheets, and briefing notes in line with the project’s communication plan. In addition, the Project Manager will support the effective learning and information exchange across partners, as well as assist project-related activities such as research, capacity building and regional-level advocacy initiatives.

Specific responsibilities

• Under the leadership of the Project Coordinator, proactively collaborate with the ADSP, partners and key stakeholders based on principles of mutual trust and respect, mutual accountability, inclusion and transparency to ensure successful implementation of the “Advancing Regional Solutions” project

• Compile narrative reporting and project updates from all project partners and prepare project narrative reports for review by the Project Coordinator and regional grants team.

• Lead all contractual and administrative management of subawards, consultant hiring, and other tasks as needed to assure the smooth implementation of the project and serve as the focal point for partners to address contract-related questions and compliance concerns.

• Serve as the focal point for compiling and tracking project-level Monitoring, Evaluation and Learning (MEAL) data across all partners and project sites, and to work closely with the Project Coordinator to systematically share learning and experiences across partners and CSO collaborators

• Track project finances and work closely with the Regional Finance Officer and with partners to assure that all expenses and cost-share contributions are appropriately tracked/logged in the IRC financial system.

• Writing, in close collaboration with the Project Coordinator, project newsletters, info sheets, briefing papers or other knowledge-sharing materials as needed and in accordance of the project’s ambitious communications plan.

• Track policy and advocacy developments across the region, including positions of key targets, initiatives, and to contribute to developing approaches and opportunities to influence key targets in support of interim solutions for refugee populations in Southeast Asia in line with agreed advocacy plans.

• Provide technical and administrative guidance and advise and as needed to research projects undertaken in India and Thailand in support of evidence-based advocacy throughout the region.

• Organize and support the delivery of advocacy capacity strengthening opportunities for CSO across the project sites, and to support partners in structuring, implementing, and learning from capacity building efforts throughout the project.

Professional qualifications and requirements

• Undergraduate degree or similar work experience in humanitarian assistance, gender, civil society development, community development, or other related field;

• Minimum of five years’ professional experience in project support, capacity building, research, policy and advocacy, humanitarian and/or development assistance programs;

• Demonstrated interest and commitment to refugee-focused policy issues and strong knowledge of key policy actors and the policy context on the issue of refugees in the Southeast Asia;

• Demonstrated ability to foster strong collaborative partner relationships, to work closely with peers across cultural and time differences, and with an ability follow-through on a common vision among a wide array of diverse partner organisations;

• Strong written English skills required, including experience preparing project reports, newsletters, briefing notes, etc. knowledge of southeast Asian language is a plus;

• Experience with monitoring and evaluation, data management, and reporting on data across various project sites and from different partners.

• In-depth experience, knowledge and lived experience of the Southeast Asia Context, in particular the dynamics of conflict and peace throughout the region.

• Strong MS Office skills, including Word and Excel.
