OBJECTIVES OF THE PROGRAMME

The department of Information Management and Technology has an operational and strategic role. On the one hand, the department provides relevant, quality, reliable, and cost effective IT services in order for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, establishing and managing projects to address these requirements. The work of the department is categorized under the WHO's programme of Corporate services and enabling functions (Category 6) with specific focus on Effective management and administration established across the organization (6.4). The Project Management Office and Governance (PMO), is the centre of excellence within the department, that ensures proper set-up of programmes and projects, assignment of capable project managers (and other resources) to agreed initiatives, establishment of proper project governance structures, and timely monitoring of financial and technical progress. More importantly, the PMO ensures that all projects are managed according to the triple constraint of scope, time and resources in order to deliver them according to expectations, on time, and on-budget with an appropriate and effective change management approach. The Project Management Office and Governance (PMO) also leads the institutionalization of a Project Management discipline and helps build capacity and capability in Project Management across the Organization.

DESCRIPTION OF DUTIES

Under the supervision of the Head of Project Management Office and Governance, the incumbent performs the overall management and coordination of the project(s) assigned and simultaneously manage all aspects of the delivery of multiple workstreams including planning, managing, tracking, and reporting on the status of each. The Project Manager is expected to actively and effectively manage executive and senior stakeholders; coordinate work across relevant departments, divisions, major offices, and country offices; manage the performance and delivery of project team members under his/her responsibility; manage and monitor project progress, resources, and finances; and communicate timely and effectively with the team, stakeholders (both internal and external), and end users. In line with the methodology prescribed by PMO, the incumber will ensure the implementation of practical business solutions under multiple deadlines, the provision of ongoing communications/reporting, timely completion of milestones and deliverables. This is expected to be done at high quality standards, in alignment with support procedures, and within budget. The role will include management of project team(s) and require close partnership with the outsourced systems provider, business unit(s), support teams, and other WHO teams. The incumbent works closely with other colleagues to ensure projects are functioning well, and that processes and procedures are in place to support smooth operations. S/he will also be actively working on change management.

1. Project Management: Develop and manage all aspects of project and engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues.Manage the day-to-day project activities and resources and chairs the project management team meetings. Procure and secure adequate resources to achieve project objectives in planned timeframes. Monitor, track and control outcomes to resolve issues, conflicts, dependencies and critical path deliverables.Provide status reporting regarding project milestones, deliverable,dependencies, risks and issues, and communicating across leadership.

2. Business and Senior Stakeholder Engagement:Engage with external stakeholders and internal business sponsors and focalpoints across the Organization globally and providing them with updates.Demonstrate a functional acumen to support how solutions will address the Organization's goals while maintaining alignment with industry best practices.Develop and deliver progress reports, proposals, requirements documentation and presentations to various audiences, including project team, sponsors, CIO andkey stakeholders. Deliver appropriate and effective senior management level communication.

3. Change Management. Ensure that change management is integrated with project management activities. Coordinate that the changes across multiple and simultaneous work streams are synchronized.Facilitate the work needed to introduce the change to users globally in the Organization.

4. Team Management including Performance:Set and continually manage project and program expectations while delegating and managing deliverable with team members, vendors, and stakeholders. Coach,mentor, motivate and supervise project team. Monitor the performance of project staff.

5. Vendor Management: Actively manage the engagement contract(s) with vendors. Lead and/or drive feasibility studies,vendor selections and proposals for evaluation by appropriate key stakeholders.Define the Statement of Work and Specifications for the requested goods and services. Actively and proactively manage the work and deliverables of thevendors; i.e. challenging their work estimates, reviewing their deliverables,monitoring the work of resources on-site, near-shore, offshore. Conducts regular meetings and progress reviews with the vendors and removing bottlenecks to delivery. Assist in dispute, negotiation, arbitration, or litigation asneeded.

6. Quality Control and Assurance: Manage ongoing quality control and participate in quality issue resolution. Report on project success criteria results, metrics, test and deployment management activities.

REQUIRED QUALIFICATIONS

Education

Essential:

- First level university degree in Computer Science, Project Management, Business Management/Administration, Information Management, or other related discipline.

- Professional qualification or foundation certification in project management methodologies such as PMP, Prince 2, AgileSCRUM, SAFE, etc. Desirable:

- Training in Software Development LifeCycles, DevOps, or any application based lifecycle management.

- Professional qualification or foundation certification in project management methodologies such as PMP, Prince 2, AgileSCRUM, SAFE, etc.

- Certification on Lean, Six Sigma, or ITIL v.4.

Experience

Essential:

- At least 5 years of professional experience in project management and successful delivery of complex crossfunctional or interdependent projects in an international environment. Within this experience at least 2 years of demonstrated professional experience were spent on managing at least half a million-dollar IT and/or business initiatives, within a corporate environment across different locations and/or across different departments/functions.

- Proven experience with managing and implementing cloud-based projects in one or several of these platforms: ServiceNow, Salesforce, Oracle EBS, Workday,Appian, Sitefinity, or MS Sharepoint Online.

- Demonstrated experience in vendor negotiations and management.

- Proven experience in writing business plans, project-related documentation, or technical papers. Desirable:

- Experience in leading and managing corporate applications, infrastructure, health, or emergency-related projects.

- Experience with supporting and managing change management, quality assurance, customer experience, or business transformation.

- Experience in leading and managing projects within the public (UN,international, other governmental) and/or private sector (e.g. multinational organizations).

- Experience managing projects within the professional business services such as consulting.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2454 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
