Recognizing the power of culture as a driver of social and economic development, this initiative is established to support strategies to create employment and improve livelihoods in Yemen, especially for youth. It seeks to harness cultural heritage and industries among Yemen’s core resources, focusing on three priorities: (i) the safeguarding of cultural heritage, (ii) skills development in the area of architectural conservation and urban regeneration, and (iii) the promotion of creative industries for employability and job creation. In line with the UNESCO Culture Sector Main Lines of Action 1 and 2, the Programme Manager in Cultural Development under the supervision of the Director of the office will coordinate, manage and implement all aspects of the thematic areas related to the Project “Cash for Work; promoting livelihoods for urban youth in Yemen”. Under the overall authority of the Director of the office and its direct supervision and in close cooperation with the Culture Programme Specialist at the office in Doha, the core activities of the incumbent will be to manage the implementation of the overall project comprised of the following thematic areas: cultural development and industries, safeguarding of cultural heritage and the promotion of livelihood opportunities for youth in particular, including, but not limited to: - Oversee the management of activities/projects related to cultural development and the promotion of livelihood opportunities for women, men and youth in the culture sector in Yemen; - Plan and coordinate all activities relating to the implementation the thematic areas according to the established project work plan; - Supervise the establishment, management and monitoring of contracts and relationships with multiple implementing partners/consultants/contractors covering the range of expertise required to successfully implement the project’s activities and in respect of the rules and regulations of the Organization; - Liaise and facilitate consultation between the relevant local authorities and stakeholders in Yemen, including NGOs, private companies and local community stakeholders as required and necessary; - Advise the Yemeni authorities on the safeguarding of cultural heritage in Yemen and on the implementation of UNESCO’s cultural conventions; - Advise the local authorities and stakeholders on the preparation of management plans for the historic centers of major Yemeni cities, as well as for monumental complexes and archaeological sites; - Liaise with existing and potential donors to Yemeni cultural heritage; - Organize stakeholder meetings, and capacity-building workshops concerning heritage preservation, management and possible integration with development processes; - Organize regular meetings of the project Steering Committee and provide monitoring and evaluation inputs to EU auditing and evaluation missions; - Organize events to enhance awareness raising and project visibility both inside and outside Yemen and supervise the work of the project Communication Officer.
