World Vision Solomon Islands is recruiting for a Project Manager to lead a new USG DRL-funded project that supports the meaningful political and civic participation of youth in the Solomon Islands for an estimated timeframe of 24-36 months. The project will be implemented in Honiara City and Malaita Province. The Project Manager will manage the implementation of the new youth leadership project to be on time, on budget and on target (meeting desired outcomes). S/he is expected to establish and nurture partnerships with the project partners, with the youth populations, as well as with the relevant Solomon Islands Government ministries, funding partners, and relevant development partners linked to youth development and leadership. Note that this position is subject to funding.

MAJOR RESPONSIBILITIES:

  • Lead development and completion of the project annual work plans and budget, translated from the approved project design.
  • Track progress of program and ensure learning is being used for constant project improvement
  • Organize, facilitate and coordinate regular meetings and communication with project team and partners, including reflection on the project progress and approaches and agreeing to adjustments and improvements
  • Project Implementation including updating Indicators Tracking Targets (ITT), analyse ITT and reporting project
  • narratives and budgets.
  • Monitor Project Coordinators (PC) monthly project updates (MPUs).
  • Collate MPUs & provide data for Grant Excellence Tracking monthly.
  • Liaise with WVUS, to ensure the project activities progress and spending is in line with donor expectations, and that all donor reports are submitted on time and to a high quality.
  • Manage budget of all projects, with support from Finance Department
  • Monitor and visit projects on regular basis.
  • Resolve issues in coordination with PCs and other project staff in a timely manner.
  • Recruit staff in partnership People and Culture Manager and Operations Team senior staff.
  • Provide leadership to staff in the project ensuring that performance agreements, appraisals and performance management process are implemented as per WV standards.

Strategic Planning, Resource Mobilization and Alignment

  • Feed into WVSI strategy reviews and reporting
  • Provide ideas and data that could be used to build on the youth programming.

Leadership, Project Staff Capacity Building and Support

  • Provide effective supervision to direct reports.
  • Coordinate technical supports to all projects.
  • Develop and implement capacity building for youth leadership with the support of Youth Programming Technical staff.
  • Build an effective team.
  • Line manage Project Coordinators.
  • Provide mentoring support.
  • Regular travel to the project sites and to partners to provide support to the team for effective results

Representation & Networking

  • Represent WV at donor meetings,
  • Joint agency assessments, regional events and task forces, developing and maintaining good relationships by sharing regular project updates.
  • Build and maintain good relationships between WVSI and key implementation partners including Honiara City Council Youth Division, Honiara Youth Council, Malaita Youth Hub, Ministry of Women, Youth and Family Affairs, other relevant government and provincial governments and departments, other originations working with youth in the Solomon Islands, the youth themselves ensuring there is good coordination and that the youth and partners are actively involved in project implementation.
  • Ensure that WVSI is represented at Regional or Global World Vision forums pertaining to youth- related issues.

KNOWLEDGE/QUALIFICATIONS:

  • 5-7 years of experience in program management and implementation, financial management, monitoring, evaluation and report writing, required. USG program management experience preferred.
  • Previous USG “Democracy, Human Rights, and Governance” (DRG) experience. Experience can include but is not limited to working on a USG-funded DRG grant, working for a US Embassy, etc.
  • Previous experience working in youth leadership, youth and development and in particular in civics, in Solomon Islands and/or South Pacific.
  • Experience in implementing multiple youth programming methodologies and approaches.
  • Experience in report writing.
  • Bachelor’s degree in development, social science, gender, youth and community development, or equivalent. Masters preferred.
  • Former US Government grant funding experience. Preferred leadership experience in positions such as Project or Program Director/Manager.
  • Excellent written and verbal communication - fluency in English required.
  • Thorough knowledge of gender in development. Good knowledge on child protection.
  • Relational skills, especially in a cross-cultural environment
  • Strong planning, organizational and project management skills and ability to prioritise and handle multiple tasks.
  • Program-related financial planning and management skills
  • Ability to work gracefully under pressure.
  • Knowledge of report writing
  • Demonstrated ability to work well with national staff and a passion for capacity building & organizational development.
  • Computer literate in Microsoft Office, Lotus Notes or similar database, email and Internet.
  • Ability to analyse and solve problems, persuade, network and negotiate.
