OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage (UHC). It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

The WHO Country Office works with the country authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its three objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through UHC. WHO's mandate revolves around six core functions: (i) providing global health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020-2025 - “United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens' expectations about health.

WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding work plan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on health issues to all domestic and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

The project “Support to the Health Sector Reform in Bosnia and Herzegovina (BIH) - Realizing the Potential of Primary Health Care (PHC)-driven Health Systems Reforms in Bosnia and Herzegovina” is a EU-funded project with a planned duration of four years. The overall objective is to contribute to building resilient, PHC-based health systems, fit for moving towards achieving UHC in Bosnia and Herzegovina. The specific objective is to strengthen health systems governance by developing policy frameworks for integrated, people-centred PHC and improved, performance-focused PHC service delivery and coverage in selected geographic areas (in entities/district of BIH: Federation of BIH, Republika Srpska and Brčko District of BIH.

DESCRIPTION OF DUTIES

To provide managerial oversight and daily operational support to all aspects of the project “Support to the Health Sector Reform in Bosnia and Herzegovina - Realizing the Potential of PHC-driven Health Systems Reforms in Bosnia and Herzegovina” across the project cycle.

Key duties:

  • Provide managerial oversight and daily operational support to all aspects of the project “Support to the Health Sector Reform in Bosnia and Herzegovina - Realizing the Potential of PHC-driven Health Systems Reforms in Bosnia and Herzegovina” across the project cycle (assessment and planning, implementation and monitoring, evaluation and adaptation, closure);
  • Facilitate collaborative, participatory and inclusive approach to implementation of the project, with full involvement of BIH stakeholders and beneficiaries and stimulate their ownership over the project results;
  • Develop and maintain effective communication channels within the project, including internal communication across WHO levels and external communication with project beneficiaries, stakeholders, EU Delegation in Bosnia and Herzegovina, UNICEF, World Bank and other partners;
  • Ensure that the project work plans are coherent, regularly updated and fully integrated into WHO work plans, programmatic documents and Biennial Collaborative Agreements; and timely remedies any potential deviation;
  • Monitor project progress and performance against the milestones, identify risks and obstacles to implementation, and initiate and document change and modifications where and when necessary, in coordination with project stakeholders;
  • Set up, lead, manage and motivate the project team and the staff assigned to the project;
  • Oversee the budget of the project and allocation of funds per contracted workplan, manage financial resources of the project and prepare and initiate local purchasing of goods and services in line with rules and regulations of WHO financial management.;
  • Keep and maintain relevant project documentation and ensure timely distribution to all project stakeholders;
  • Liaise on a regular basis, facilitate exchange of information and evidence, and coordinate activities and plans with the counterparts from partner organisations implementing the project, including UNICEF, and other organisations and institutions in BIH involved in complementary and project-relevant actions and activities;
  • Prepare periodic progress reports and presents to the Project Steering Committee. Prepare and timely deliver periodic progress reports on technical and financial implementation to EUD as per contracted schedule, including final project report;
  • Perform other related duties as requested.

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree or advanced university degree in health sciences, public health, health management, or other relevant area of study. Desirable: Post-graduate qualification in Public Health. Training in health systems/services administration, management or other field related to public health.

Experience

Essential: At least seven years of combined national and international experience in management of health-related projects. Desirable: Demonstrated experience in working with country health authorities. Experience of working with WHO, the UN or International Organizations and institutions.

Skills

Essential Sound theoretical and applied knowledge of project management. Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain high standard of personal conduct. Excellent communication skills. Proficiency in the use of standard office computer software (MS word, excel, PowerPoint). Emotional intelligence: ability to identify and manage one's own emotions, as well as helping others to do the same.

Desirable: Demonstrated knowledge of an ERP system

Use of Language Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2036 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
