Founded in 1948, the World Health Organization (WHO) is a specialized agency of the United Nations (UN) which aims to bring all people to the highest possible level of health, health being defined as " state of complete physical, mental and social well-being and not only consisting of an absence of illness or infirmity. The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures, volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

The Assistant Regional Directors (ARD) Cluster at WHO in the African Region is designed to perform cross cutting technical functions by working closely with countries and programme areas across various clusters that include ULC, UCN, UHP and EPR. This cluster focuses on essential functions in key subject areas that prepare WHO and Member States to make evidence-informed decisions and harness the cutting-edge research and innovations for the acceleration of health improvements in the African Region. This cluster also coordinates work across the organization related to key strategic priorities: integrated service delivery, diagnostic, laboratory services, antimicrobial resistance, research and innovation and data analytics and knowledge management.

The cluster works to ensure that these priorities are integrated into programs at every level in a manner that improves efficiency and ensures progress towards the attainment of Universal Health Coverage and One Health approach goals. Though various units the cluster will serve distinct purposes with unique intervention areas, the cluster is designed to serve as technical support and an expert advisory service to strengthen coordination mechanisms, platforms, and partnerships across both WHO, Member States and global and regional partners in these key focus areas.

The Assistant Regional Director’s (ARD) office in WHO AFRO is seeking a project management officer to support on a few projects in the Cluster. The Project Manager will report to the Assistant Regional Director.

Under the overall supervision of the Assistant Regional Director, the Project Manager will:

• The Project Manager (PM), should put in place a mechanism which will allow the units to successfully initiate, implement and close the project (Project Cycle). • The PM should ensure that the lead unit has a project review meeting in order to share: o The project plans (main deliverables, Gantt charts, budget, stakeholder and risk list) o Project progress (progress status, updated risk list, change list and impacts for decision) o The monthly project report that will shared to the Assistant Regional Director.

The same review meeting will allow the PMO team to collect: good practices which should be documented and shared for other current / future projects teams, needs and issues which requires adjustment, training or the development of new approach To set-up project folders, to organize, name and store project files (hard and soft) according to the agreed naming conventions To ensure that the project dashboard is monthly updated as scheduled. Perform other required tasks to support the project or assigned by the supervisor.

Results/expected outputs • As an active WHO AFRO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO AFRO and its beneficiaries in the accomplishment of her/his functions, including: (1) Project review meeting organized as scheduled o Project monthly report generated by the project team (2) Project steering committee informed about any risk and changes, presented the options and makes quick decision on the preferred option to be implemented. (3) Project stakeholders timely informed about the impact of the projects

This is a family-duty station for most UN staff despite the limited operationality of health facilities; there is an American International school, a French Lycee and several other private institutions of education. All major cards can be used through a network of automated teller machines (ATMs) throughout the city. There is a wide range of housing options including what WHO offers in its multiple compounds (houses and apartments). An entry visa to the Republic of Congo is mandatory. Visas can be obtained at the Embassy or Consulate of the Republic of Congo in your country of nationality or residence. If there is no diplomatic representation of the Republic of Congo in your country, it is mandatory to please bring the following: • The waiver provided by WHO, with the circular in French; • A copy of your travel authorization or official letter of invitation.

Congo provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in potentially difficult conditions, involving physical hardship and limited comfort, are essential.
