Org. Setting and Reporting This position is located in the Office of the Chief of Mission Support of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief of Mission Support or their designate.

This position is located within the Camp Replacement project (Smart Camp) project, a multi-year project for the replacement and upgrading of existing UNISFA facilities across the mission’s area of responsibility. The Project Manager will oversee and coordinate all aspects of the project, under the guidance of the Chief of Mission Support.

Responsibilities Within delegated authority, the Project Manager will be responsible for the following duties:

1. Takes the lead in developing, managing, coordinating and evaluating the project in coordination with the Supply Chain Management Section, FTS and Service Delivery Section by:

  • Ensuring progress on time and budget while mitigating key project risks by applying relevant expert knowledge of design, construction and project management methodologies.

  • Ensure that all camps are built to design agreed by the Force and other stakeholders as well as ensuring that the design is standardized across all camps. This includes the IoT platform, FRIM, accommodation, ancillary buildings, defensive works and ground works – particularly internal roads, helipads and hardstands.

  • Create master BOQ and sub-master BOQs for each site. Ensure that material flows to sites during the construction through close coordination with Supply Chain Section.

  • Oversee the management of the project, reviewing and approving related design and construction activities, programming, acquisitioning, contracting, scheduling, cost estimation, quality control and contract administration, while ensuring business continuity of operations at affected sites throughout the construction.

  • Oversee the work carried out by the project team and administrative tasks necessary for implementation of the project and functioning of the project team.

  • Provides expert technical advice on activities and matters related to the project work programme, including the management of project costs, such as bill of quantities and time control procedures, as well as the validation of any change orders to contracts.

  • Coordinates with the Facilities and Environmental Management Unit (FEMU), Engineering Unit, and Field Technology Services Unit (FTS) to ensure activities are not interrupted by other activities by liaising with all parties, contractors, and UN staff on activities related to major structures, waste disposal systems, water supply and treatment facilities, electrical power generation and distribution systems, environmental control systems, information technology systems, security and related structures and activities in the logistics and operational support of UNISFA.

  • Coordinates activities related to all budget and funding (project preparation/reports that includes work programme and programme budget)

  • Leads problem resolution and disputes by identifying priorities, problems and issues to be addressed and proposes corrective actions.

  • Coordinates with FEMU on specification, detailing and installation of major building systems/services and ensuring seamless integration and training with regards to mechanical and general maintenance of systems/services introduced as a result of the project.

2. Directs, coordinates and supervises all written outputs to the Project Owner by:

  • Provides costs estimates, cost reports, cost analysis worksheets, owners’ reports from project consultants
  • Analyses and prepares periodic project progress reports to the Chief of Mission Support, and other entities, as required.

3. Develops and provides expert advice on the establishment and implementation of the project management plan in all phases, and the review and recommendations of all design and construction contractual arrangements related to engineering support requirements and other project related aspects, including site operations, project guidelines, policies, procedures and performance standards

4. Ensure effective utilization, management, guidance and development of staff under their supervision

5. Performs other related work as required.

Education Advanced university degree (Master's degree or equivalent) in project management, engineering and/or architecture or related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification PRINCE II certification for project management and/or professional certification/membership of chartered institutes such as the Project Management Institute (PMI) and Professional Engineering or Architectural Institute is desirable.

Work Experience A minimum of ten (10) years of progressively responsible experience in planning, implementing and managing of large-scale architectural, engineering, construction or other complex projects, is required.

Senior level responsibility for the management of large-scale construction, major renovation or other complex projects on time and budget, is required.

Related experience at the international level and/or additional experience with project scheduling, cost control, monitoring and/or reporting of construction, major renovation or other complex projects, is desirable.

Proficiency/experience in MS Project, or equivalent project management tools, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of other UN official languages is an advantage.
