1. General Background

UNOPS is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects worldwide. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peacebuilding, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, funding partners and United Nations organizations.

Background Information – EAPMCO

The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia - 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: SEMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Lao PDR, EAPMCO Philippines and EAPMCO Cambodia.

In 2022, the UNOPS EAPMCO implemented projects worth more than USD 95.7 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.

The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself

Background Information – Project

UNOPS in partnership with UN-Habitat is granted the Human Security Trust Fund programme entitled “Cities for all: inclusive, smart and sustainable urban development in Cambodia”. The primary objective of this programme is to support the Royal Government of Cambodia to address the needs and challenges of urban citizens, particularly vulnerable communities by applying human security principles, in order to build more innovative, inclusive and sustainable cities in Cambodia. Of the three outcomes, UNOPS is responsible for the Outcome 2 on building capacity of smart cities and the development of the National Smart Cities Roadmap through the lens of human security approaches.

Functional Responsibilities

2. Purpose and Scope of Assignment

  • Undertaking desk-reviews for generating experiences, lessons learnt and effective strategies for the implementation of smart cities initiatives from other countries which will draw upon strategies for supporting the Secretariat of the National Smart Cities Steering Committee to develop a sustainable, innovative and inclusive Smart Cities Roadmap and Proof-of Concepts.
  • Providing technical training to the Secretariat of the National Smart Cities Steering Committee and relevant ministry representatives in the National Smart Cities Steering Committee on smart cities concepts (from foundation to intermediate level) in accordance with the human security approaches.
  • Supporting the Secretariat of the National Smart Cities Steering Committee to produce the National Smart City Roadmap. This will include drafting of the Roadmap and preparation of communication products.
  • Coordinating the consultations with relevant stakeholders on the draft of National Smart Cities Roadmap and finalization of the Roadmap.
  • Facilitating the dissemination and orientation of the National Smart Cities Roadmap to the national and sub-national governments and relevant stakeholders.
  • Providing technical support to the Secretariat of the National Smart Cities Steering Committee to prepare and convene the ASEAN Smart City Network Meeting and Expo in Cambodia. Drafting the communications materials of human security approaches.
  • Supporting the Smart Cities Secretariat to develop a Smart City partnerships strategy and action plan to engage stakeholders in the way to propose solutions for contributing and/or addressing the urban challenges.

The international consultant shall develop a work plan to be discussed and agreed with the Project Manager at the programme initiation stage. She/he is required to submit the monthly timesheet and supporting documents to UNOPS while proceeding with the payments. The payment is based on the number of days committed on each deliverable as stated in the above table.

Education/Experience/Language requirements

4. Qualifications and Experience a. Education (Level and area of required and/or preferred education)

  • Advanced university degree (Master’s degree or equivalent), preferably in development studies, urban planning or other social sciences subjects relevant to the nature of the assignment, is required.
  • A first-level university degree (Bachelor’s or equivalent) in combination with seven (7) years' relevant experience may be accepted in lieu of the advanced university degree (Master’s degree or equivalent).

b. Work Experience

  • Minimum five (5) years experience in research, capacity development, multi-stakeholder engagement or related fields is required in combination with an advanced university degree is required.
  • Experience in engagement and collaboration with the national and sub-national government, development partners, UN agencies, CSOs and other stakeholders is required.
  • Experience in conducting multilingual training is desirable.

  • Full working knowledge of English is required.
