Austria Multi-Country Office (AUMCO)

The Austria Multi-Country Office (AUMCO) is part of the UNOPS Europe and Central Asia Region (ECR). Specifically, AUMCO aims to enable the achievement of Agenda 2030 and the Paris Agreement through global programmes and tailored interventions in the Balkans, South Caucasus, and Central Asia, focused on Infrastructure, Procurement, Project Management (full service, back on track), HR and Transactional Services, Grants Management and Technical and Advisory Services.

Uzbekistan Office

Under the purview of AUMCO, the UNOPS Uzbekistan Office, established in Tashkent in October 2022 supports the Government of Uzbekistan’s development efforts in the country, through the provision of effective project management, infrastructure and procurement services. At present, the office has signed and has been implementing three engagements contributing to SGD3 (Good Health and Wellbeing), while actively working with the Government of Uzbekistan and development partners in diversifying its portfolio in line with the country’s development priorities including education.

Project Information

The UNOPS Uzbekistan Project Office currently has two ongoing projects both of which are major contributions to SDG3 (Good Health and Wellbeing).

The first project, “Support to Development of Oncology Services in Uzbekistan” is funded through a major loan from the Islamic Development Bank. UNOPS will support the Government of Uzbekistan in strengthening the preparedness of its national healthcare system, and preventing and treating oncological cases in an effective and timely manner. By identifying, procuring, delivering and operationalizing urgently needed medical, laboratory, radiological and ICT equipment, the project will significantly contribute to improved access and quality healthcare services for local communities in 14 regional locations including Tashkent and throughout the country.

The second project is the “Uzbekistan COVID-19 Emergency Response Project” with the Republic of Uzbekistan's Sanitary and Epidemiological Welfare and Public Health Service (SES). Funded through two major loans from the Asian Development Bank and the Asian Infrastructure Investment Bank. In this project UNOPS will support the Government of Uzbekistan to upgrade up to 54 existing laboratory and treatment facilities across the country, procure diagnostic equipment and supplies, and establish an ICT system for monitoring the epidemiological situation to strengthen preparedness and resilience to the COVID-19 pandemic and other epidemics.

The Project Management Support - Senior Analyst will be working within a team of UNOPS colleagues with expertise in Project Management, Infrastructure, ICT, Public Health and Biomedicine. The Project Management Support - Senior Analyst is expected to work within a project management team and across multiple projects supporting the overall planning, coordination and governance.

Functional Responsibilities

Under the supervision of the Portfolio Manager, the Project Management Support - Senior Analyst shall be actively involved in the Uzbekistan projects, and responsible for supporting the Portfolio Manager with the day-to-day implementation of the projects, including monitoring of the project budget, identifying probable issues that may need attention, supporting in problem analysis and solution identification, drafting required correspondences to stakeholders concerned and preparing project reports. The Project Management Support - Senior Analyst shall support the project's strategic alignment and support for the overall health system of Uzbekistan's strive towards SDG3.

1. Stakeholder Management:

  • Support the coordination and management of communications to ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products.
  • In coordination with the Portfolio Manager, inform the partner on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance).
  • Attend all relevant technical meetings and maintaining excellent contacts with all stakeholders;

2. Delivery and Performance:

  • Support with the overall planning, coordination and governance of the project, including the liaison with various donors and stakeholders, and including the preparation of background documents, discussion papers and and presentations on management, financial and operational matters.
  • Support the review and management of donor contribution and grant agreements, input new engagements into the UNOPS engagement system, and support management of the required revisions or specific conditions to be met, prior to and during project execution phase.
  • Support the Portfolio Manager on the delivery of assigned work packages.
  • Prepare and maintain project files, including internal and external project reports.
  • Manage information flows and oversee change controls, risk registers and issue management by establishing document control procedures.
  • Inform the Portfolio Manager of any deviations from the plan and update plans. Work with the Portfolio Manager to identify and manage risks.
  • Support the development of budgeted work plans, performance framework and commodities forecasting.
  • Review work plans and reports, ensuring that they are sound, in line with the project, policy and strategies.
  • Participate in field visits and project sites.

3. Procedures:

  • Maintenance of up to date program records, both in hard copy and in the computerized system
  • Monitor project budget and financial expenditure in line with the work-plan, and prepare project budget revisions.
  • Support the Portfolio Manager with progress reporting; including developing financial and narrative monitoring and reporting formats as per UNOPS requirements.
  • Support the Portfolio Manager by monitoring budgets, cash flow and reporting on expense obligations to ensure that deliverables are met.
  • Provide substantive inputs to the preparation of project reports and documents, ensure compliance with contractual obligations and UNOPS policies, processes and procedures
  • Maintain records of project files and other supporting documents.
  • Maintain the following records: Quality Register, Configuration Item Records and all other registers/logs delegated by the Portfolio Manager
  • Manage the compilation, consolidation and analysis of relevant project data

4. Knowledge Management:

  • Participate in the relevant Communities of Practice
  • Contribute to expertise in tools and techniques.
  • Support the compilation of lessons learned as per the required reporting format.
  • Contribute to the dissemination and sharing of best practices and lessons learned for planning and knowledge building.

5. Monitoring and Progress Controls:

  • Tracking of project-plan metrics that include performance indicators on management of project team, project budget, project activities duration and project deliverables quality.
  • Tracking of project issues and implementation of corrective actions.
  • Tracking of project risks and implementation of risks mitigations plan.
  • Managing quality of service as agreed with partners.
  • Preparing timely project-related reports, including project highlight report, project plan progress report, project issues report, project risks report and project quality management report.

The effective and successful achievement of key results by the Project Management Support - Senior Analyst directly affects the overall efficiency and effectiveness of the relevant business unit/project, in health and laboratory management, impacting the timely and effective implementation of the respective services and deliverables. This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education/Experience/Language requirements

a. Education

  • Advanced university degree (Master’s degree or equivalent) preferably in Project Management, Business Administration, International Relations, Finance, or other relevant discipline is required.
  • A Bachelor's degree with a combination of two additional years of relevant experience may be accepted in lieu of the Master's degree.

b. Work experience

  • Minimum two (2) years of professional experience in project support and reporting is essential.
  • Experience working in an international organization is an asset.

c. Languages

  • Fluency in English is required.
  • Fluency in Uzbek or Russian is an asset.
