New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

In May 2015, the DFS Supply Chain Management (SCM) Vision and Strategy was formally approved by the USG DFS. In January of 2019, post management reform, the newly formed Department of Operational Support (DOS) established the Office of Supply Chain Management (OSCM) with a vision to provide efficient, agile, responsive, and accountable end to end uniformed capabilities and supply chain solutions to its global clients and partners.

The Office of Supply Chain Management covers a wide scope of services including supply chain planning and performance management, logistical support, procurement, vendor management and supplier diversity, aviation safety, and uniformed capabilities support. OSCM’s mission is to support its clients and partners globally to fulfil their mandates by providing the goods and services they need, when they need them, where they need them and at the best prices. OSCM is committed to enable successful implementation of mandates given to all Secretariat entities by anticipating customer demand, providing strategic services, and organizing for goods and services to be delivered in a timely manner.

Functional Responsibilities

Under the direct supervision of the UNOPS Senior Programme Manager, the Project Management Support- Advisor (Process Design Advisor) will be responsible for the following duties:

Leadership:

  • Lead supply chain related projects, including robotic automation and related master data transformation initiatives.
  • Lead the project resources to deliver the scope and mandate of portfolio activities.
  • Lead business process change initiatives that entail the implementation of robotic automation by identifying existing business processes and re-aligning them to the future architecture.
  • Coordinate the interface between businesses process owners and IT solution development to articulate the business requirements.
  • Propose improvements and changes to core SAP ECC to accommodate new functionalities.
  • Manage project resources to prepare project related documents such as requirements documents, process definition documents, process flow documents and other documents related to an ERP system implementation.
  • Lead resources to perform analysis and make recommendations based on existing data in support of decision-making process for the implementation of new functionality as part of the supply chain vision and strategy.

Innovation and Project Management:

  • Propose solutions that meet business needs for the adequate implementation of new solutions and/or enhancements that mesh seamlessly into ERP systems.
  • Develop business intelligence models including key performance indicators to realise benefits of the ERP solutions deployed in the Supply Chain Management framework.
  • Provide project management and advisory service in the areas of performance management, monitoring of accountability framework and development of reporting and benefit realization matrices.
  • Develop and execute an efficient internal communication strategy to ensure engagement within teams, senior management and all levels of stakeholders.
  • Provide regular management status updates on project and initiatives and prepare all required documentations and communications for internal and external clients (i.e., briefs, briefing notes, weekly updates, memoranda, e-mails, and correspondence in general to high-level stakeholders)
  • Conceptualize, design, and implement proof of concept exercises to assess the solution fit and gaps; the incumbent analyses the business operating model, anticipates risks, draws up contingency plans, and negotiates the improvements and enhancements required to support business operations
  • Conduct research and draw up resource plans to staff the project delivery; make decisions about resource allocation to ensure project milestones are met.
  • Plan, oversee and coordinate all project activities of the ERP solution
  • Work directly with the stakeholders to translate project requirements into an Implementation Project Plan, which specifies the goals, strategies, activities, schedules, and allotment of resources for each phase of the project. Ensure that activities are in line with DOS/OSCM principles.
  • Conduct project meetings and produce standard project documentation. Proactively evaluate project activities, build contingency plans, propose corrective actions and monitor issue resolution to mitigate risks.
  • The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

Education** - Advanced University Degree (Masters or equivalent) in Business Administration; Social Science, Policy Administration, Management, Information Technology, Accounting and Finance or related field is required. - A first level university degree (Bachelor’s or equivalent) with (2) two additional years of experience maybe accepted in lieu of the Advanced University Degree.

Experience - A minimum of 7 years of professional experience in one or more of the following fields: project management, information systems management, change management and business analysis is required. - Operational experience managing large scale projects in multifaceted environments is required. - Extensive knowledge of Enterprise Resource Planning systems such as SAP and its modules, particularly supply chain related ones, is required. - Extensive knowledge of business intelligence and data analytics, with heavy emphasis on data management is highly desirable. - Experience in deploying and implementing ERP solutions is highly desirable. - Experience in the development of solutions for the automation of repetitive tasks that are coordinated across distinct groups to improve productivity, service quality and control is desirable. - Experience with Sap or other reporting technologies and performance monitoring is desirable. - Extensive experience in implementing ERP supply chain management, logistics systems, inventory management solutions, and business process transformation is desirable. - Prior experience and ability to manage large, diverse teams highly desirable. - Ability and willingness to learn innovative technologies and maintain industry knowledge.

Language - Fluency in written and spoken English is required. Fluency in other official UN language is highly desirable

Certifications

  • PRINCE2 Practitioner or any other Project Management certification is required.
  • Supply Chain SCOR-P certification is highly desirable
  • One or more Project and IT Risk Management Certifications are highly desirable
  • Business Intelligent Certifications are highly desirable
