Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda

Project TCP/SLM/3806-Strengthen national and sub-regional capacities to control African Swine Fever outbreaks in Dominican Republic and Haiti has been formulated to strengthen capacities for the control and eradication of ASF in the Dominican Republic (DR) and Haiti immediately. The project will be implemented by the Ministries of Agriculture in both countries, in collaboration with public and private partners, with technical assistance from FAO through its Representations.

Considering the economic and social importance of the swine activities in the livelihoods of small- medium- and large-scale pig farmers in DR and Haiti, it is essential to establish measures, to control and eradicate the disease in the island of La Hispaniola and to ensure that this situation does not impact the rest of the countries of the American continent.

Reporting Lines

In accordance with the standard procedures of FAO, the Consultant will work under the direct supervision of the Regional Livestock and Animal Health Officer and the FAO Representatives in the Dominican Republic and Haiti.

Technical Focus

The general objective of this consultancy will be to facilitate and support the dialogue and coordinated cross-border collaboration on ASF between political and technical authorities in Haiti and Dominican Republic ensuring the correct implementation of planned TCP project activities.

Tasks and responsibilities

  • Support the coordination bi-national meetings between national VS of Haiti and DR to give an update about the ASF situation in both countries
  • Support the process for the signature of a binational agreement and operational manual (RD-Haiti) for the joint management of ASF control and eradication.
  • Support the coordination of activities to be implemented under this binational TCP in both countries ensuring a common technical approach.
  • Elaborate the TCP projects workplans and ensure their correct implementation.
  • Support the work of national consultants to be recruited under this TCP
  • Ensure a continuous dialogue with local veterinary services in all project activities.
  • Any other activity for assuring the well and timely implementation of the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in agriculture, livestock, animal health, agriculture economics, economics, public or business administration, social sciences or other fields related to the FAO mandate.
  • Ten years of relevant experience in project management/operations and support.
  • Working knowledge (proficient – level C) of Spanish and limited knowledge English and French (level B).

Technical/Functional Skills

  • Work experience in more than one location or area of work, with emphasis in Haiti and the Dominican Republic
  • Extent and relevance of experience in programme/project formulation, analysis, planning and implementation.
  • Understanding of FAO policies and programmes.
  • Extent and relevance of experience in supporting, advising and guiding the implementation of complex, multi-stakeholder projects.
  • Extent of experience in formulation, implementation and monitoring of projects.
  • Ability to develop plans for the implementation and coordination of project operations in developing countries, in partnership with UN agencies and other concerned actors.
  • Familiarity with the national Agricultural/livestock context of both Haiti and the Dominican Republic
