OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacityof Member States to manage health emergency risks and, when national capacitiesare overwhelmed, to lead and coordinate the international health response tocontain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Coordinate and provide technical advice to the overall ICERP project, WB grant management, budget, work planning, procurement, managing end-to-end process including the development, day-to-day operation, monitoring and evaluation of work plans to ensure the effective execution of the ICERP. Ensure compliance to WHO financial management policies and World Bank requirements through out project period by working closely with compliance committee. Forecast potential bottlenecks with the implementation of the project and preempt potential risks as well as identify solutions to solve those. Collaborate, with technical leads and other teams, in the development, implementation and monitoring of the ICERP. Ensure proper use of designated funds to achieve results as per defined indicators; underpin compliance with project management principles. Liaise with the World Bank and MOHME relevant team and engage the WB team in information sharing, sharing periodic reports, the progress of the project and address the challenges and gaps encountered. Coordinate the analysis, consolidation and dissemination of information on programme management. Contribute to the preparation of monitoring and progress reports, briefings, proposals, reports, communications and advocacy documents required for strategic decision making. Attend various project management meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with relevant stakeholdersEnsure a repository is established and maintained for effective storageand retrieval of project-related information, support project awareness andvisibility. Respond to informationrequests from the donor in close coordination with WHE Team Lead.Coordinate with WHE Team Lead for implementation of project/programme end-termevaluation and support review of draft and final evaluation reports and overseedocumentation of best practices and lessons learnt. Perform any other duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: A university degree in management, administration, health policy/planning, economics, social development, social sciences, or international relations from a recognized/accredited institute. Desirable: Formal training in project management.

Experience

Essential: A minimum of five years' experience in project management with experienceplanning, grant management, budget, finance and/or related field, supply chain management including sound understanding of resource mobilization. Relatedexperience in the context of similar project coordination. Desirable: Work experience with the UN organizations.

Skills

Proven knowledge of projectmanagement, budgetary, financial, practices and the ability to develop improvedsystems that support these processes.Strong analytical skills andability to analyses and synthesize information from multiple sources.Excellent knowledge andexpertise in project design, monitoring and evaluation.Strong professional skills inthe development of reports and persuasive documents.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 48,008 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
