Programme Management Officer - NOB (FT)

OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

Provide technical support to the WHE Team Lead in programme implementation, grants management, budget, work planning, including the development, day-to-day operation, monitoring and evaluation of work plans to ensure the effective execution of the projects implemented at country level. Flag any implementation issues to the attention of the WHE TL and responsible officers.

Collaborate, with technical leads and other teams: administration, supply, procurement and logistics, in the development, implementation and monitoring of the technical and operational work plans and budget utilisation.

Ensure proper use of designated funds to achieve results as per defined indicators; underpin compliance with project management principles.

Exchange information with External relations/Communication Officer to secure rapid funding for immediate needs with sustainable, predictable financing for programme activities.

Initiate and conduct, in coordination with WHE Team members, a systematic analysis, consolidation and dissemination of information on programme management. Contribute to the preparation of monitoring and progress reports, briefings, proposals, reports, communications and advocacy documents required for strategic decision-making.

Attend various project management meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with relevant stakeholders.Develop flexible and innovative solutions to support WHO's Health Emergencies programme

Provide technical advice on projects with a biomedical component related to procurement and utilization

Perform any other incident-specific related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: .A university degree in management, business administration, health policy/planning, economics, social development, social sciences or international relations. Desirable: Formal training in project management.

Experience

Essential: A minimum of two years' experience in project management with experience planning, grant management, budget, finance and/or related field, including sound understanding of resource mobilization. Related experience in the context of outbreaks and/or emergency programmes. Desirable: Relevant work experience in WHO, other UN agencies, Health Cluster Partners, recognized Humanitarian Organizations or relevant non-governmental organizations.

Skills

Proven knowledge of project management, budgetary, financial, practices and the ability to develop a monitoring system that support these processes.

Strong analytical skills and ability to analyse and synthesize information from multiple sources.

Excellent knowledge and expertise in project design, monitoring and evaluation.

Strong professional skills in the development of reports and persuasive documents.

REMUNERATION

Remuneration comprises an annual base salary starting at ILS 201,346 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
