Org. Setting and Reporting

This position is located in the Enterprise Programme Management Section (EPMS) of the Office of Information and Communications Technology (OICT). The Project Management Finance and Budget Officer reports directly to the Chief of Project Management. The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. Responsibilities

Within delegated authority and under the overall guidance of the Chief of Project Management, the Project Management Finance & Budget Officer will be responsible for the following duties: Project Management Budget preparation: • Assists in the preparation and coordination of the budget and financials for ICT projects and programmes. • Ensures legislative mandates are accurately translated into programme budgets for ICT Projects. • Identifies and implements improvements with regard to project budget planning, reporting and the cost-effective utilization of program resources. • Coordinates Project management activities with respect to budget plans, evaluation plans, monitoring of performance indicators and other related matters. • Provides support to managers with respect to the elaboration of resource requirements for budget submissions for projects. • Reviews, analyses and provides input into finalization of project management budget/financial implications in light of additional mandates. • Provides substantive support to relevant parties in their project management budget review; assists in securing approval from the General Assembly. Budget administration: • Support the management of allotments for projects, including redeployment of funds when necessary, ensuring appropriate expenditures. • Work with project managers in the development, monitoring and controlling project budget and cost plans. • Monitors the implementation of the work programme, ensuring that financial resources are utilized to implement project related activities in accordance with the Programme Budget and allotments issued. • Monitors project expenditures to ensure that they remain within authorized levels. • Administers and monitors project resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. • Assists in the preparation and coordination of programme management budget performance reports. • Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved project budgets and actual expenditures. • Provides substantive support to intergovernmental and legislative bodies. • Coordinates responses to audit reports. Project Monitoring • Coordinate information flows and oversee change controls, risk registers and issue management. • Coordinate and liaise with the Project Manager(s) on the implementation progress. • Identify and escalate to the Project Manager(s) of any deviations from the plan and update plans.Manage the compilation, consolidation and analysis of relevant data of the projects. General: • Provides guidance on financial administration and management information issues and practices to colleagues. • Keeps up to date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental. recommendations and decisions as well as with United Nations policies and procedures. • Directly supervises the work of budget and finance assistants and reviews the work of other subordinate staff as required. • Performs other related duties, as assigned.

Education

An advanced university degree (Master's or Doctorate degree, or equivalent degree) in in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. • Three (3) years of progressively responsible experience in project and program management is required. • Experience in analysis and reconciliation of complex financial data using Excel pivot tables or Power BI is required. • Experience in the use of ERP systems and business intelligence tools is desirable. • Experience with International Public Accounting Standards (IPSAS) is desirable. • Experience with integrated business processes, analytical and reporting tools is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
