Project Management Expert

Result of Service Under the direct supervision of the Regional Coordinator for Chemical, Waste and Air quality, the consultant is required to provide technical support on the implementation of the project activities. The consultant will deliver the following key outputs: 1. Technical inputs on the implementation of project 2. Contribute to the development of project reports 3. Dissemination plan for Project publications (including the three national assessments, the policy brief series, and the toolkit) 4. Communication and outreach activities support 5. Facilitating the Scientific Advisory Group (SAG) 6. Support the Regional Capacity Building Workshop for Policymakers 7. ASEAN policymakers baseline and impact survey 8. Development and maintenance of the project microsite

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP’s Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment.

The ASEAN region is an important environment and health hotspot due to increasing pollution, vulnerability to climate change, infectious disease risk, and increasing risk of Non-communicable Diseases (NCDs). The Manila Declaration on Health and Environment from the Asia-Pacific Regional Forum on Health and Environment in 2016 requested UN agencies to support promotion of environment and health impact assessment as one of the tools for achieving more sustainable and equitable development, including valuation of economic costs of health and environmental impacts due to pollution.

In light of the above commitment and requests, the UNDA project, Using Environmental Health Data and Tools to Advance the Sustainable Development Goals (SDGs) in the ASEAN Region, was launched in March 2021 with the aim to enhance the capacities in the region to develop and implement policies to reduce environmental risk factors to human health and improve health in the urban environment as contributions to build back better from the COVID-19. The project will demonstrate environment and health co-benefit and cost of inaction in Indonesia, Lao PDR and Thailand while paying attention to vulnerable, less advantaged groups such as young children and the poor. Good practices will be disseminated across ASEAN Member States to achieve the Project’s Expected Outcomes: 1) Policies to address priority environment and health risks developed in selected ASEAN countries by utilizing knowledge on co-benefit and cost of inaction, and 2) ASEAN leaders apply the knowledge on integrated environment and health policy approaches to set national priorities in achieving SDGs and to recognize air pollution as NCD cause.

This UNDA project is implemented by the UNEP ROAP as part of Sub-programme on Chemicals, Waste and Air quality and in coordination within UNEP, with other UN agencies and the ASEAN Secretariat. It is aligned with the ASEAN-UN Environment and Climate Change Action Plan (2016-2020) and is an activity under Action Line 3.2.1 of the Plan of Action to Implement the Joint Declaration on Comprehensive Partnership between ASEAN and the United Nations (2021-2025). Following the development of a detailed multiyear workplan with associated budget, UNEP ROAP is looking to recruit an international consultant to provide technical guidance on the implementation of the project activities according to the approved workplan.

UNEP ROAP is seeking an international consultant to provide technical input for the implementation of the 2021-2023 UNDA-funded project, “Using Environmental Health Data and Tools to Advance the Sustainable Development Goals (SDGs) in the ASEAN Region”.

Qualifications/special skills Academic Qualifications: An advanced university degree in environment/social/natural science, international development, equivalent academic qualifications, or equivalent work experience

Experience: - Sound familiarity with results-based management practices, project design and implementation of international development projects. - At least 7 years of progressive experience in preparation, designing and implementation of international development projects, ideally in the field of Environment. - Experience in Asia and the Pacific Region, and Regional and Sub-regional bodies is desirable. - Demonstrated experience in developing stakeholder engagement strategies, advocacy plans etc. especially related to environmental issues desired. - Working experience in a multicultural environment including United Nations desirable

Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
