Duties and Responsibilities
- Organizational Setting, Purpose, and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. This consultancy is part of four projects in Kuwait, each with its respective objective. These projects will be implemented by UNEP’s Regional Office for West Asia in close coordination and collaboration with the Kuwait Environment Public Authority (KEPA), 1- National Environmental Strategy and Action Plan. 2- National Strategic Plan to Combat Desertification. 3- Waste Management Monitoring System and KPIs. 4- National Environment Data Management Strategy and Plan. 1-National Environmental Strategy and Action Plan (NESAP) project aims to develop a comprehensive strategy for Kuwait, addressing key environmental challenges and aligning with Kuwait’s Vision 2040 and global sustainability targets. It involves creating a strategy based on the environmental opportunities and challenges outlined in the State of the Environment Report (SOER), engaging stakeholders to contribute to the framework, and establishing clear, measurable goals and priorities. 2-National Strategic Plan to Combat Desertification project aims to develop a comprehensive plan to address desertification, land degradation, and drought in Kuwait, in alignment with the UNCCD 2018–2030 strategic framework. The project involves assessing the status of land degradation in Kuwait, setting clear and measurable strategic objectives tailored to national circumstances, and creating a detailed national plan to combat desertification. Stakeholder consultations will be conducted to ensure a collaborative approach and to finalize the strategic plan. 3-Waste Management Monitoring System and KPIs Project aims to assist the Kuwait Environment Public Authority (KEPA) of Kuwait in developing a monitoring framework and digital dashboard to track and assess the progress of the Kuwait National Waste Management Strategy 2040 (KNWMS2040) towards achieving sustainable waste management goals. Key achievements include creating a comprehensive monitoring framework, developing a user-friendly digital dashboard for real-time insights, engaging stakeholders in the framework and dashboard development, integrating data with existing platforms like EMISK for continuous reporting, and providing training to ensure operational efficiency. 4-National Environment Data Management Strategy and Plan Project aims to develop and implement a comprehensive national plan for environmental data management in Kuwait. This project focuses on ensuring systematic and periodic sharing of data across government entities, enhancing transparency, and supporting informed decision-making based on accurate and reliable environmental data. Key achievements include creating a robust infrastructure for environmental data management, ensuring transparency and sustainability in data exchange, and developing technical capabilities to monitor environmental performance. The UNEP Regional Office for West Asia would like to recruit a well-qualified international consultant to coordinate the implementation of the projects outlined above. The consultant will ease efficient communication and coordination with all stakeholders, organize capacity-building events, regular coordination, and project steering committee meetings. The consultant will ensure knowledge sharing and communication, provide regular progress reports, and develop mechanisms for enhanced capacity building, continuous education, communication, and awareness for all users. This consultant will report to the Regional Coordinator managing the projects Mr Miraq Al Jubouri. 2. Duties and Responsibilities: Under the direct supervision of the designated Programme Management Officer, at UNEP ROWA, the selected consultant will carry-out, inter alia, the following duties and responsibilities for each of the four projects detailed previously: 1. Project Management and Coordination • Support the project manager in the implementation of the projects according to the approved workplans and in coordination with the Project Manager. • Liaise regularly with focal ministries and all relevant stakeholders, including the International Environmental Expert consultant, international implementing partner, and KEPA’s PMU (Project Management Unit). • Enable effective coordination and communication among all stakeholders throughout the different projects’ phases, including coordinating for weekly and monthly meetings, supporting the different four projects’ phases, and all projects’ related tasks. These meetings will be focused on discussing ongoing progress, updates and upcoming steps involving PMU at UNEP and KEPA. • Organize logistics for UNEP staff missions, expert visits, technical workshops, stakeholder consultations and awareness events. • Organize logistics for project coordination and project steering committee (PSC) meetings. • Maintain a consolidated record of completed project outputs and deliverables, including evidence of completion and technical attachments. • Regularly update project milestone dashboards to visualize implementation status for all four projects. • Monitor project risks and maintain issue logs, identifying mitigation actions where needed. • Compile quarterly progress snapshots. • Prepare monthly progress reports to UNEP-ROWA detailing activities undertaken, achievements, minutes of meetings, upcoming events, matters in need of attention, and discussions held with stakeholders. Deliverables: • D1: Monthly Progress Reports (activities, achievements, challenges, minutes of meetings, country missions’ outcomes, upcoming events, matter in need of attention, stakeholders’ discussions, project risks assessment and mitigation, and project tracking metrics including quantifiable data on project milestones, activities completed, and progress toward project outputs). • D2: Quarterly Project Steering Committee (PSC) meeting reports. • D3: Quarterly outputs and evidence sheets, including risk and issue logs monitoring progress per project. Capacity-building and Stakeholder Engagement • Coordinate and organize capacity-building and training activities, stakeholder consultations and awareness-raising events across the four projects. • For the National Environmental Strategy and Action Plan (NESAP) and the National Strategic Plan to Combat Desertification: o Organize stakeholder consultations (1 per project) to inform the development of the strategies. o Develop baseline assessments (1 per project), including coordination of data collection and stakeholder inputs. o Draft the outline frameworks of the strategies (1 per project) based on consultation outcomes and technical discussions. • Draft end-of-event summaries, capturing key points, participant feedback and next steps. Deliverables: • D4: Capacity building plan, including the findings of the capacity needs assessment, planned training activities, and a summary of capacity-building events delivered during the reporting period. • D5: Baseline Assessment reports for each project (NESAP and National Strategic Plan to Combat Desertification), including data collected, gaps identified and preliminary analysis of key environmental challenges. • D6: Outline frameworks for the strategies of each project (NESAP and National Strategic Plan to Combat Desertification) – (Table of Content for each)
Qualifications/special skills
Advanced degree (master’s or higher) in project management, environmental sciences, natural resources management, Environmental databases, environment information systems or another relevant field. A minimum of 5 years of work experience related to project management, environmental sciences, environmental data management, system coordination, or any other relevant field is required. Previous experience in the conception of reports is required. Knowledge of the environmental work in the West Asia region is desirable. Excellent communication and stakeholder management skills is required. Ability to work independently is required.
