OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables the country/ies to shape the subregional, regional and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation within the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the direct supervision of the PAHO/WHO Representative (PWR), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide advice, guidance and technical oversight for the implementation of selected COVID-19 projects; manage the day-to-day operations guided by project documents; provide any necessary amendments to ensure efficient and timely implementation of the corresponding projects;
  2. Prepare terms of reference and specifications for key inputs including personnel, contracts, training and procurement, in coordination with relevant entities, as necessary; ensure that the monitoring and administration of terms and awards are included; ensure all appropriate approvals are received in accordance with established protocols;
  3. Advise and guide the development, negotiation and finalization of country inputs for related agreements with partners, ensuring that all applicable rules are observed; ensure implementation in accordance with project objectives and targets;
  4. Develop and update the project implementation plan(s) on a regular basis; include schedule of activities and deliverables, procurement and logistics; revise project(s’) activities with key PAHO stakeholders to ensure an updated and shared understanding of the logical framework(s) and information needs;
  5. Ensure the development of adequate planning tools and monitoring and evaluation instruments to facilitate programming and reporting on progress and conducting evaluations of the various project components;
  6. Monitor the parameters established in the Monitoring and Evaluation Framework (M&E) of the project; monitor work plans and budgets; conduct financial management reviews to ensure proper use of grant funds as per defined indicators; coordinate and review progress and technical reports and other outputs of the project; process payments for approval; regularly interact with corresponding regional and country entities to ensure that anticipated activities are in line with agreed timelines;
  7. Monitor the adequate implementation of the components of the project(s); conduct technical analysis of progress, identify obstacles, and propose changes in the interventions, if required, to meet agreed upon results;
  8. Collaborate and support the financial management and administration of the project; prepare the annual progress and financial reports to the donor;
  9. Advise and collaborate with pertinent stakeholders in the preparation of work plans, project progress plans and periodic evaluations for the project;
  10. Establish and maintain close working relationships with counterparts and other stakeholders – including consultants and contractors – in order to establish a shared vision of the project(s) and achieve objectives; act as principal Jamaica-based liaison with the regional focal points in order to keep all stakeholders informed on the progress, challenges, successes, financial implementation and overall administrative activities of the project(s);
  11. Work in close collaboration and coordination with the Country Office Administrative team in order to ensure compliance with the Organization’s policies, rules and regulations;
  12. Lead implementation team meetings and ensure that management is kept informed on the implementation status;
  13. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health or social science or a field related to the functions of the post, and a master’s degree in project management, administration, public health or related field from a recognized university.

Desirable: Specialized training in project management would be an asset.

Experience****:

Essential: Nine years of combined national and international experience in project and/or program management, including at least 3 years of management experience with direct responsibility for managing financial resources.

Desirable: Experience in support of immunization projects would be an asset.

US$3,402.09 This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
