You have:
- A bachelor's degree in accounting, Business Administration or related qualification.
- Minimum 5 years in accounting as senior staff in Finance and Accounting Management.
- Professional certified as CPA or ACCA preferred.
- Experience in communication using outlook or Lotus note.
- Experience with accounting software; Sun System being a plus.
- Excellent computer skills in Excel & Sun-systems software.
- Knowledge in storekeeping, bookkeeping, clearing, forwarding and dispatch.
- Good planning and organizational skills with attention to detail.

Purpose of the position:
The EU Project _Finance Manager will be in charge of cash management and payment, verification of data accuracy for reporting purposes. The EU Project _Finance Manager will be also doing financial analysis, review of TORs for activities planning at field to comply with donor regulations and budget. He will be in charge to explain any variance if occurred. The incumbent will be involved in monitoring/management of standards for grant finance teams and ensure the policies and procedures for the donor are understood for finance team. He/She will conduct Financial and Internal control at located area and ensure that the monthly financial report follow donor regulations before importing to finance database and consolidation into the main financial report template.
Major Responsibilities:
Financial accountability and Reporting.
- Ensure all payments has sufficient supporting documents
- Ensure invoices are received, payment prepared and submitted in coupa
- Ensure effective fuel and cash management,
- Ensure coding and filing are in place in order to enhance access to data.
- Ensure all transactions are recorded and posted in finance system on time
This will contribute to give a true picture of the project implementation on monthly/quarterly basis.
Budget Management and Monitoring.
- Produce accurate and timely donor financial reports, using donor-prescribed formats.
- reconciled donor financial reports with World Vision internal reports, which also involve a thorough understanding and analysis of World Vision internal systems,
- tracking of commitments on PBAS, and doing prorated updates of the same in Sun system.
- Ensure monthly budget amendments are done for compliance with burn rate regulation as set by World Vision.
- Hold the FFR review meeting on monthly basis at national level and make sure that the action proposed are implemented within the following month.
This goal will help the project to spend according to the timeline and planned budget.
Partner or Sub-Grantee Management.
- Ensure that partners receive cash on time after they submit their cash funding request,
- Ensure all invoices received from suppliers and partners are prepared submitted to coupa for payment
- Ensure partners submit their financial report on time according to the terms of contract,
- Review all the documents for accountability of advances to partners
- Prepare a journal entry in Sun system and make sure that it is posted
This goal will help the project to move forward and reduce balance under prepaid account on the specific partner.
Cash Flow Management and Ecocash Management.
- Ensure that beneficiaries of project are paid on time with mobile money system,
- Ensure that transactions are recorded in the Sun system on time,
- Ensure that mobile money transfers and reconcile balance sheet accounts on monthly basis for Global fund Malaria project and others
This goal will help the project to comply with acceptable burn rate by implementing and accounting for transactions on time.
Risk Management and Coordination of Internal /External \ Donor Audits.
- Build the capacity of finance and non-finance staff in financial management systems and analytical skills.
- Risk Management will help the project to mitigate risks of the project activities and plan for activities. Comply with donor regulations on daily basis.
- Coordinate external and internal audit on a schedule planned in the project agreement between donor and client.
- Manage financial risk through enforcement effective internal controls and follow up on implementation of audit recommendations for grant projects. Facilitate the audit work and ensure recommendations are implemented within the period of 90 days
Fixed Assets Management
- Meet periodically with provincial project experts for different sectors to review grant reports and
- ensure that those reports meet donor requirements and are shared with the Grant Finance Manager Global Fund Malaria project on time,
- Maintain a fixed asset register accurately reinforce the accountability and confidence on assets management towards the Office and donor.
- Ensure assets reconciliation reports, assets register physical inventory are done on quarterly basis. Receiving and immediately dispatch assets of separating staff to the warehouse (preparing the necessary documentation and obtain approval).
- Participate in identifying assets for disposal and work closely with the Fixed Asset Committee.
Qualifications: Education/Knowledge/Technical Skills and Experience
Minimum Qualification required:

- Demonstrate experience in reporting.
Technical Skills & Abilities:
- Excellent computer skills in Excel & Sun-systems software.
- Knowledge in storekeeping, bookkeeping, clearing, forwarding and dispatch
- Logistics planning skills and ability to follow health & safety practices
- Demonstrated ability in supervision
- Experience in managing donor funds
- Working knowledge of Sponsorship and grants operations, finance services and practices is an added advantage.
- Good planning and organizational skills with attention to detail

Working Environment / Conditions:
- Work environment: Office-based
- Travel: 20% domestic travel is required.
