This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The project is envisaged to urgently deal with the following key humanitarian and development challenges:

  • Provide with safe water initially through water trucking, then look for more sustainable options through rehabilitation of wells and carry out distribution networks.
  • Supply and install pumping unit by solar system with distribution networks to IDPs sites.
  • Provide sanitation and hygiene installations (emergency latrines) for targeted IDPs.
  • Capacity building for maintenance committee to ensure sustainable operation and maintenance of WASH facilities in IDP sites.
  • Conducting water quality testing and monitoring in collaboration with Water Management Committee (WMC) for the targeted water point (source).
  • Distribute and post-monitor the hygiene kits.
  • Distribute and post monitor the NFI kits.
  • Contribute to overall reduction of burden of diseases through hygiene and cleaning campaigns and raise awareness of hygiene promotion and community engagement.
  • Monitoring closely potential cholera outbreaks.
  • Coordination with humanitarian partners, authorities and community.
  • Specially this project requires very close coordination with Wash and Shelter Clusters/Sub-clusters

Within the delegated authority and under the supervision of Head of Country Programme of Yemen or his/her designated mandated representative(s), the UN Volunteer-Field Engineer will be responsible for covers a broad range of issues ranging from Programmatic, technical and general administration, security of premises and staff to effectively advising projects on all matters pertaining to quality and timely completion, such as assessment of needs, and financial management in close coordination with UN-Habitat Yemen Program.

He/she is responsible for the design and implementation of projects and shall ensures a client-oriented approach and consistency with UN-Habitat rules and regulations in conformity with the good management practice. The selected person oversees quality control, cost effectiveness and responses to emerging technical and operational challenges in managing UN-Habitat projects. Specifically,

Under the guidance and direct supervision of the Head of Country Program and close coordination with the National Construction engineer/international project manager, he/she UN-Habitat Field Engineer (FE) will be responsible for planning and implementation of activities on behalf of the Partnership, ensuring that targets are reached according to the work plan; monitoring the project and teams throughout the project period; documentation of project activities; recording of statistics, and reporting to the PM through weekly reports pecifically, the he/she shall:

  • Lead the coordination with and substantive preparation and support of all project activities in coordination with ARD
  • Be in coordination and lead the full assessment of water/sanitation required at the beginning of the project and prepare a comprehensive report - Prepare in coordination with Aden National Construction engineer (focal point of project) the BoQs, designs and tenders documents required for the rehabilitation of boreholes and solarized systems
  • Follow up ARD activities to be sure the overall quality and timing of the project
  • Monitor Water quality
  • Represent UN-Habitat in the field with donor, authorities, community and specially Wash and Shelter clusters and other humanitarian partners
  • Prepare regular and ad-hoc reports on the progress of works of different activities implemented at the state and locality levels.
  • Check and verify payments made by the different counterparts, contractors and suppliers and office operations related payments and provide recommendations to Yemen office to process payments.
  • Send timely accurate data for reporting to donors and partners.

  • In water, sanitation and hygiene in humanitarian context.
  • Experience with INGO or UN organizations.
  • Good command of English language.
  • Field experience in Wash/emergency in unsecure environments.
  • Ability of remote management when security requires.
  • Willing to be based in Taiz and follow up security management.

UN personnel in Yemen operate in a volatile security environment. In Aden, personnel work in secured compound with limited access outside of the city, which usually can only be done with stringent clearances and depending on the destination, a military escort. Aden is a non-family duty station and is classified as security risk moderate. UN personnel in Aden live in Minimum Operational Security Standards (MOSS) compliant residences outside of the UN compound.
