Organizational Setting

In the Central Dry Zone (CDZ) of Myanmar, nearly 25 percent of the population is below the national poverty line and about 50 percent are landless. The lack of livelihoods in this region is the key driver of poverty and has led to high incidence of malnutrition and food insecurity. To assist the project stakeholders and target communities to develop sustainable solutions to mitigate the situation in the CDZ, FAO is delivering technical assistance as part of the Global Agriculture and Food Security Programme (GAFSP). The technical assistance is focused on (i) Good Agricultural Practices, (ii) Household Nutrition Promotion, (iii) Monitoring and Evaluation, and (iv) Off-Farm Employment. The theory of change of the project is based on the fundamental premise that a market-driven approach is needed to help smallholder farmers sustainably increase their income and improve their livelihoods, food security and nutrition). The project is implemented with a wide range of stakeholders and partners in fourteen 14 townships of the three central dry zone (CDZ) regions (Mandalay, Magway and Sagaing). To this end, FAOMM is seeking a Project Driver to provide reliable and safe driving services to the project activities and proper use of vehicle and day to day maintenance of the assigned vehicle.

Reporting Lines

Under the overall managerial and administrative leadership of the FAO Representative (FAOR) in Myanmar/ Budget holder and the direct supervision of the Senior Agronomist/Team Leader & Assistant FAOR (Programme). S/he will closely work with National Project Coordinator and Project Assistant.

Tasks and responsibilities

• The incumbent will carry out the following tasks; • Drive the vehicle in a safe and controlled manner, with due care and attention, always obeying the rules of the road, in order to avoid accidents; • Pay attention to, and respect the passengers and other road users at all times; • Follow security protocol as set out in the UN drivers’ guidelines; • Ensure updated information on the security situation of the area is obtained from the UNDSS; • Drive the vehicle for authorized journeys only; • Ensure all necessary travel documents and first aid kit are present at all time; • Never answer telephone calls while driving; • Report all accidents / incidents involving the vehicle or its passengers to the UNDSS and Project team; • Talk first at any roadblock or security check points. In the event of a problem, the mission leader should take over discussions; • Ensure all equipment in the vehicle are well taken care of – spares, tools, first aid kit, water for longer trips; • Keep the car clean (body, chassis, engine); • Ensure vehicle is presented for services or repairs needed/schedules and notify to the project team; • Report any mechanical malfunction noticed in the vehicle to the project team; • Ensure fuel is taken from preapproved petrol stations only (fuel should not be taken elsewhere, except when there is no other choice and then only the amount necessary with permission from country office); • Update the logbook on a daily basis; • Prepare the vehicle in good time before departure (at least the day before), ensuring correct equipment for the specified location is present (e.g. toolkit), and all fuel tanks are full; • Facilitates immigration and customs formalities at airport as required; • Pick and drop FAO staff and official visitors at the airport/hotel/residence; • Collect and deliver mail, documents, pouches and other communications/items from and to the country office; to the post office, airport, government agencies, other UN agencies, project sites; • Assist the Project Office in performing simple clerical duties such as making and answering telephone calls, making photocopies, keeping records; and • Perform any other relevant tasks assigned by direct Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Secondary school diploma, valid driver’s license, knowledge of driving rules and regulations and skills in minor vehicle repair • At least 10 years of experience as a driver, UN or INGO experience is an asset • Oral communication skill in English • National of Myanmar
