Result of Service The ultimate result of service is to increase the number of national, regional, and international partnerships and externally funded projects for the ESCWA Technology Centre.

Work Location Amman

Expected duration The assignment is expected to begin on 01 December 2021 until 31 May 2022. If conditions warrant an extension of the dates to complete the assignment, the assignment's duration may be longer.

Duties and Responsibilities An Individual Contractor is needed to work as a Project Development Officer (PDO) to assist ESCWA Technology Centre (ETC) in developing and managing new projects related to technology and entrepreneurship. In addition, the IC will be responsible for the effective formulation of new projects for mobilization of funding from national and international windows of funds; and the enhancement of partnerships with relevant stakeholders to identify new interventions/project ideas in line with the ETC's focus areas.

The PDO will work under the supervision of the Executive Director of The ESCWA Technology Centre (ETC).

In particular, the Project Development Officer will be tasked to do the following:

  • Writes, packages, and submits grant proposals to national, regional, and international donors.
  • Conceptualizes and develops results chains/ theory of changes on proposal ideas.
  • Organizes and facilitates brainstorming workshops/ sessions that lead to the production of project ideas, concepts, and/or proposals.
  • When relevant, prepares proposal presentations for meetings and workshops with donors and/or other organizations/agencies participating in proposal development.
  • Maintains a database of all project proposals and grant applications submitted to donors, as well as a monitoring matrix.
  • Maintains a database/updated file of donor data, including contact information, grant guidelines, and funding priorities/themes.
  • Monitors grant report submissions and other requirements as specified in grant agreements/contracts.
  • Keeps project managers informed about deadlines for technical and financial reports, as well as other donor needs.
  • Prepares concise write-ups and maintains a select group of images on supported projects in order to keep donors informed about project progress.
  • Keeps up with emerging trends in proposal development for international sources, as well as chances for proposal development.
  • Maintains records of grant reports and documents compliance activities.
  • Prepares statistical tables and graphs and assists in the preparation of presentations and background substantive material for ETC projects related deliverables;
  • Assists in the preparation of agenda, info notes, presentations, substantive background material for ETC meetings;
  • Drafts routine correspondences (emails, letters, memos...) to relevant stakeholders as needed;
  • Respond to or draft responses to a range of correspondence and other meeting-related communications in English and Arabic;
  • Performs other related tasks and duties as assigned.

The individual contractor will also assist in various administrative services through coordination and support of consultation meetings on the above subject.

Qualifications/special skills Competency: - Familiarity with goals and expectations of the UN ESCWA Technology Centre, and critically their role in attaining the SDGs by 2030 in the ESCWA region; Outstanding drafting and editing skills, including the ability to write lengthy reports that are easy to read and meet high professional standards, edit documents to reduce repetition and simplify text, and proofread to eliminate grammar and formatting errors and inconsistencies; Experience in reviewing and compiling multiple data sets and a strong understanding of quantitative and qualitative analysis; Experience in strategic planning and project management; High - level of commitment, professionalism, accountability, and leadership. Skills: - Strong communication (spoken and written) skills, including the ability to conduct consultations and interviews, summarize conversations, and articulate ideas in a clear and concise style. - Sound knowledge in Microsoft Office tools. Academic Qualifications: The successful candidate must be in possession of a first-level university, preferably in technology, science, business studies, marketing, or sustainable development-related fields. Experience: - At least 5 years of relevant expertise delivering management advisory services at the regional and international levels, as well as hands-on experience managing, implementing, monitoring, and evaluating development projects. - At least 3 years of experience in proposal writing at an international organization (preferably UN) with a proven track record of success. - Relevant experience in the field of research and analysis is required. - Experience and knowledge of technology, regulations, natural resources, finance, UN tools and platforms, data collection and analysis, or sustainable development are desirable. - Proven experience in drafting Arabic comprehensive reports and publications. Language: High level of professional fluency in both written and spoken English and Arabic, including proficiency with academic, business, and technology terminologies.
