Duties and Responsibilities A. Background

Organisation setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP’s Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

As part of the Industry and Economy Division, UNEP International Environmental Technology Centre (IETC) works with developing countries to implement sustainable solutions to environmental challenges, with focus on holistic waste management. The Centre promotes and advocates sustainability of waste management and disposal, based on the circularity principles and through the life-cycle approach. Sound management of waste contributes to all three pillars of sustainable development. In particular, UNEP-IETC provides technical and advisory support to national and local governments to enhance their use of environmentally sound strategies and approaches. UNEP-IETC also implements in-country demonstration projects using innovative waste prevention and management methods and technologies to improve human well-being, reduce the impact of climate change, increase resilience and create jobs. Working with a wide range of partners and in line with relevant multilateral environmental agreements, UNEP-IETC mission is to serve as a global centre of excellence on environmentally sound technologies with focus on holistic waste management. UNEP-IETC is also contributing to the Intergovernmental Negotiation Committee processes from the waste management perspective.

Purpose:

Under the MTS 2022-2025, UNEP developed a waste management programme towards zero waste, which includes waste electric and electronic equipment. Further under the same MTS, the Circularity in Sectors programme was established and under this programme, electronics sector has been identified as one of the priority high impact sectors and a project is expected to be developed. The project would include the following elements: (i) industry action and policy/regulations; (ii) reducing use of hazardous chemicals in electronics, extending product lifetime and improving the resource and waste management of obsolete electronics, which will directly contribute to the reduction of e-waste and hazardous chemicals leaking into the environment; (iii) consumer action to dispose waste electronics in a responsible manner and for informal sector to reduce primitive recycling, leading to the reduction of e-waste dumping and uPOPs from open burning; and (iv) knowledge management and capacity support, including assessment, evidence and information to a larger number of governments and businesses to address the hotspots of pollution from the electronics sector.

In the proposed consultancy the consultant will prepare a project preparation proposal on the electronics high impact sector, as well as a project document in a UNEP format in line with the Circularity in Sector Programme and the preliminary Theory of Change of the project.

B. Duties

Objectives: To develop a project document for the UNEP Electronics high impact sector project

Output expectations: A project document in a UNEP format

Performance indicators: The production of the project document of which quality is satisfactory in line with the UNEP project manual

C. Specific Tasks and Responsibilities

A consultant will work directly with and will be supervised by Head, Internatio0nal Environmental Technology Centre. Also, a consultant will work with Programme Manager, Circularity in Sectors and other relevant UNEP staff members.

The tasks of the consultant are:

1. Analyze environmental problems this project would address, particularly direct and indirect causes and their effects on socio-economic and environmental situations. Develop a problem tree or causal chain analysis. 2. Propose a project approach to address the environmental issues and the causes for them and analyse the impact levels the project will achieve. Based on this, develop a theory of change for the project based on the preliminary theory of change already developed; 3. Participate in UNEP internal coordination meetings to develop the project and incorporate input from the UNEP staff members involved; 4. Prepare a Project Preparation Proposal document based on the work in items 1 - 3 above; 5. Develop project logframes, workplan, project milestones and indicators, project governance mechanisms, stakeholder analysis, and other information required in the UNEP project document format; 6. Prepare a draft project document to be submitted for responses and input from the relevant UNEP staff members.

Qualifications/special skills Education: - Masters or equivalent in the field of environmental management, industrial/electronic engineering, environmental policies and strategies, and other related areas.

Professional Experience: - At least 7 years of professional experiences in circularity in electronics sector, e-waste management, , resource use and recovery for electronic products, e-waste policies and regulations, and other electronic circularity or e-waste related fields. - Experiences in UN project document development.

Special knowledge and skills: - Capacity to analyze causes of environmental issues associated with the project scope. - Capacity to analyses impact pathway of the project - Prior experience working with international organizations (desirable). - Willingness to promote gender equity. - Cultural sensitivity / Appreciation of diversity.
