Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. In this context, UN Women Indonesia seeks to hire two individual national consultants to support the Country Office in developing four concept notes focusing on gender data, care economy, prevention of violence against women, and gender mainstreaming in the security sector. Reporting to UN Women Programme Management Specialist/Head of Programme, the Consultant is expected to provide support in strengthening the Concept Note and Theory of Change, providing substantive inputs to the context and stakeholder analyses, and coordinating the proposal development in close collaboration (as co-writers) with technical programme leads of Governance, Peace and Resilience (GPR), Women’s Economic Empowerment (WEE), and Ending Violence Against Women (EVAW) and other relevant Programme Team members.

The consultant will be directly reporting to UN Women Programme Management Specialist/Head of Programmes and will be closely working and consulting Programme and Thematic Leads for WEE, GPR, and EVAW. The communication and working-level coordination for the overall assignment will be managed by Partnership and Coordination Specialist and the technical coordination by Programme Manager for Governance, Peace, and Resilience.

Duties and Responsibilities

Under the overall guidance and supervision from the Programme Management Specialist/Head of Programmes and with close collaboration with the Programme Leads, the consultant will undertake the following tasks:

  • Facilitate programmatic deep-dive discussion to develop/strengthen the problem/gap analysis, theory of change, and logic interventions;
  • Conduct desk review to develop situational/geographical mapping, policy mapping/analysis, and stakeholder analysis for each programmatic focus;
  • Provide technical advice and identify potential policy uptake and advocacy in the area of gender data, care economy, prevention of VAW, and promoting gender mainstreaming in security sector;
  • Conduct internal and external consultations with relevant stakeholders to identify potential partners;
  • Lead the overall process of project designing and proposal drafting with technical support from UN Women Programme Leads and other relevant staff.

Contract Period and Work Location

The period of this consultancy is from 1 September 2024 to 30 January 2025. This consultancy is home based and mainly remote working with occasional online meetings/consultations when required.

Required Skills and Experience

Education:

  • Graduate degree in development studies, peace and conflict, environment, women’s studies, politics, economy, international relations, public policy or other similar subject.

Experience:

  • At least two years of relevant work in developing project proposal, a combination of proposal writing for institutional donors, and project implementation of relevant thematic programmes is an asset.
  • Knowledge about gender equality in the thematic area of gender data and governance, women’s economic empowerment, prevention of violence against women, and women peace and security. A practical knowledge in care economy, resilience, and gender mainstreaming in the security sector is an advantage.
  • Working knowledge on Indonesia’s national and sub-national policies in promotion of gender equality and women’s empowerment.
  • Experience in integrating gender equality and social inclusion into the projects/programmes.

Languages:

  • Fluency (written and spoken) in English.
  • Superior writing skills of project proposal in English (writing samples to be provided as part of submission package)
