Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and the United Nations Fund for Population Activities (UNFPA) are currently implementing HAYA Eliminating Violence Against Women in the West Bank and Gaza.

“HAYA: Eliminating Violence Against Women in the West Bank and Gaza” Joint Programme:

Through generous funding from the Government of Canada, The UN Consortium composed of UN Women, UN-HABITAT, UNODC and UNFPA, has launched a new 5-years Joint Programme. The Joint Programme HAYA “Ending Violence Against Women in the West Bank and Gaza Strip” aims to ending violence against women with an ultimate outcome of reducing the vulnerability of women and girls in the West Bank and Gaza to all forms of violence and from the threat of such violence. This will be achieved through working on three intermediate outcomes focusing on:

  1. Decreased harmful practices and attitudes that perpetuate and validate violence against women and girls within targeted households and communities;
  2. Increased access by women and girls of gender-responsive ending violence against women services (economic, medical, psychosocial, security, shelter) free of discrimination; and
  3. Strengthened institutional capacity to develop and implement legal and policy frameworks that promote and protect women’s and girls’ rights with regards to violence against women.

UN Women and UNFPA, through this intervention, are seeking to recruit a Project Coordinator, who will provide technical support to the Ministry of Women’s Affairs (MoWA) regarding coordination and daily follow- ups of the implementation of the Program’s component related to the MoWA.In addition, this position is meant to support the MoWA in implementing the agreed- upon yearly workplans.

Duties and Responsibilities

Under the overall guidance of UN Women and UNFPA Special Representatives, and the direct supervision of the Minister of Women’s Affairs and her Advisor, the Project Coordinator, hosted at the Ministry of Women’s Affairs (MoWA), will undertake the following tasks, duties and responsibilities.

  • Provide administrative/management and project support to the department team of MoWA and all external experts mobilized in their daily tasks. This includes but is not limited to: organization of project meetings, drafting minutes of related meetings, handling workshops, seminars or conference events, filing, editing, and formatting computer documents, central record keeping, data input and project activities follow-up;
  • Ensure prompt compiling, copying and distribution of all project reports, minutes of meetings, workshops, and conferences to all relevant parties;
  • Liaise with line ministries and other counterparts to facilitate project implementation and progress, and coordinate activities such as trainings, workshops and share reports from these activities;
  • Draft and prepare reports reflecting a high standard of English/Arabic and proficiency in Word and Excel computer applications;
  • Assist in monitoring of projects, schedules and timetables, including plan updates in cooperation with the department team and conduct monitoring visits;
  • Prepare oral and written interventions/ speeches in both languages;
  • Draft concept papers according to requirements;
  • Capture main lessons learnt during implementation;
  • Prepare technical reports to be utilized locally and internationally;
  • Coordinate different agreed upon trainings and meetings for MOWA staff and partners, mainly the national VAW committee national supervisory team of the NRS, document and share reports of those events as well;
  • Design advocacy campaigns after coordinating with all stakeholders;
  • Perform other related duties as may be assigned by the designated MoWA officials;
  • Develop and share relevant ToRs as agreed in the annual workplans of UN Women and UNFPA. TORs include: national referral system (NRS), complaints system as well as the national VAW strategy;
  • Develop action plans based on the agreed upon annual workplans of UN Women and UNFPA. Based on the agreed upon annual work plan, develop an action plan for the 16 days’ campaign one month prior to the campaign, share with UNFPA for further discussion and coordination among Haya partners; and
  • Monitor and coordinate closely with MoWA financial officers and accountants to keep an eye on project budget and expenditures and also provide required supporting documents.

Upon signature of the agreement, the Project Officer is expected to develop a detailed work plan of the consultancy assignment, including detailed methodology, in addition, the key deliverables are as follows:

  • Deliver monthly progress report against the approved work plan with the satisfactory acceptance of UNFPA and UN Women.

All deliverables must be submitted in English.

Required Skills and Experience

Education:

A bachelor’s degree in business administration, Administrative Sciences, Gender, human rights, law, Project Management, or any other related field (master’s degree is preferable).

Expeirence:

  • At least 3 to 5 years of relevant experience. Experience in the Palestinian Government Institutions is an asset. Experience working within the United Nations System in Palestine is desirable.
  • Extensive experience in organizational and administrative management of at least 3 years.
  • Experience in using relevant computer programs including (MS Word, Excel, etc, and Power Point). In addition, extensive experience in using spreadsheet and database packages, experience in handling web-based management system.
  • At least 3 to 5 years of experience in management coordination and interacting with stakeholders and management teams within the ministry.
  • Relevant experience in drafting projects’ concept notes and progress reports of a minimum of at least 5 years.
  • Proven experience of two years of national, international conventions and treaties addressing Gender Equality.

Language Requierements:

Fluency (both oral and written) in Arabic and English.

Evaluation of applicants:

  • Candidates will be evaluated based on the applicants’ qualifications mentioned above and the results of the interview. A contract will be awarded to the individual consultant who scores the highest score out of 100. Below conditions of passing scores:
  • Passing score of qualification evaluation is at least 40/60 to qualify for the interview.
  • Passing score of interview is at least 30/40 to qualify for the overall evaluation consideration.
