Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Women’s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations and the civil society, which supports women led and women’s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 400 civil society organizations and is present in 26 countries or group of countries.

UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund (WPHF). The WPHF Secretariat provides support to the Funding Board, mobilize resources from Governments, companies, foundations and individual, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. In April 2020, following the recommendation of the UNSG in his 2019 report on WPS, the WPHF Funding Board established a new Rapid Response Window (RRW) on women’s participation in peace processes, as well as a Rapid Response Window Unit to be hosted by the WPHF Secretariat.

Under the direct supervision of the Policy Specailist/Head of the WPHF Secretariat , the Project Coordinater, Rapid Response Window on women’s participation in peace processes will support the implementation and development of the Rapid Response Window (RRW) by coordinating the development of the workplan, overseeing the direct support stream,, guiding implementing partners, providing inputs to monitoring and reporting and by facilitating knowedge building.

Duties and Responsibilities

Coordinate the Rapid Response Window (RRW)

  • Coordinate the overall RRW work plan development and implementation according to approved Concept Note;
  • Liaise with the Women’s Peace and Humanitarian Fund (WPHF )team to ensure the Window’s results are achieved, project audit recommendations are implemented, and resources are managed;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant RRW activities, issues, and risks;
  • Prepare and present work plans, periodic narrative progress reports and expenditure status reports to the Board.

Oversee and coordinate the implementation of the direct support stream

  • Coordinate the implementation of the direct support stream undertaken by the RRW unit according to the approved Project Document and Operations Manual;
  • Provide guidance and technical advice to Civil Society Orgnizations (CSOs) on proposal design and development;
  • Review and assess proposals from CSOs in line with the RRW requirements and liaise with the technical committee and task force to ensure direct support stream objectives are achieved;
  • Ensure documentation produced to support the implementation of the direct support stream (i.e. application materials, technical review submissions, etc) accords with the approved Project Document, Operations Manual and project audit recommendations.

Guide coordination with implementing partners and other stakeholders

  • Coordinate relationships with partners to support implementation and expansion of the RRW, raise potential problems and provide solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives;
  • Ensure proper communication of information between all stakeholders, including NGO and UN partners.

Provide coordination and technical support to the monitoring and reporting on the WPHF Rapid Response Window

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds by partners;
  • Write annual and quarterly reports (if relevant); review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide technical inputs from RRW and results to overall WPHF reporting.

Advocate and facilitate knowledge building and management and communication

  • Ensure documentation of the Window implementation process and identify good practices and lessons learned;
  • Identify entry points and connections for WPHF RRW support at country level;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme, particularly through the WPHF-C (online community of practice platform).

Required Skills and Experience

Education and Certification

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage

Experience

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to women, peace and security;
  • Experience in coordinating, implementing, monitoring and evaluating programmes and projects;
  • Previous experience working in the UN system is an asset

Language Requirements

  • Fluency in English is required;
  • Working knowledge of a second UN official language is required;
  • Knowledge of a third official UN language is an asset.
