Danish Refugee Council, one of the world’s leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a highly qualified Project Coordinator to be based in Kyiv.

DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, Individual protection assistance, mine victim assistance, legal aid, GBV prevention and Response, and PSS. In addition to protection programming, DRC is currently implementing Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter interventions, and Economic Recovery, Humanitarian Demining and Explosive Ordnance Risk Education. The organization counts with 7 offices in the country.

Overall purpose of the role

  • Under supervision of the Capacity Building Programme Manager, play a key role in the design and implementation of the PSPU project strengthening civil society organizations (CSOs) contributing to conflict resolution, advocating for women’s empowerment and working to prevent gender-based violence (GBV) in Ukraine through the development and facilitation of trainings, provision of small grants, assessment of CSO needs and field visits
  • Liaise with partner CSOs and other international NGOs co-implementing the project in a consortium

Geographic scope: Country (Ukraine)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks.

Main responsibilities

Programming, Coordination and Representation

  • Coordinate and technically oversee the design, implementation and evaluation of PSPU project-related activities (in the context of conflict resolution, women’s empowerment and GBV prevention) in line with DRC global requirements.
  • Ensure efficient and effective implementation of project respective activities like trainings, mentorships, knowledge and experience exchange events, provision of grants for CSOs etc. while following the work plan and budget
  • Establish and perform sustained and excellent communication and cooperation with partner civil society organisations (CSOs) as well as external stakeholders (e.g. co-implementing INGOs etc.)
  • Plan and coordinate needs assessments of partner CSOs to identify and analyse their needs and gaps informing adequate programming
  • Contribute to the development and operationalize tailor-made capacity building methodologies and tools for CSOs
  • Lead the communication with external experts and consultants, including monitoring of quality assurance with regard to activities in the context of conflict resolution, women’s empowerment and GBV prevention
  • Produce PSPU project documentation in English and Ukrainian, including, but not limited to concept notes, proposals, budgets (to donors) and a variety of (internal and external) reports and publications
  • Perform monitoring and field visits to locations where partners are based in different areas of Ukraine
  • Ensure compliance with the DRC Code of Conduct
  • Perform other tasks as requested by DRC management.

Logistics/Finance

  • Provide monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Initiate procurements and ensure their execution
  • Ensure distribution plans are prepared and shared with logistics in a timely manner

Supervisor responsibilities

  • Does not have direct line management responsibility for staff, but may provide technical supervision to programme team members.
  • Implements the Capacity Building Programme Manager’s decisions through the work of subordinate employees, often playing a role in deciding how to do it; and how to achieve the objective set by the Capacity Building Programme Manager.

Required experience and competencies

  • At least 3-5 years of work experience within initiative or programmes focusing on the sectors of capacity building, good governance and/or policy analysis - preferably within a national or International NGO, the UN or Government agencies.
  • Experience and knowledge of the context of women’s empowerment, GBV prevention and/or PSS in Ukraine.
  • Extensive knowledge and experience in capacity building concepts and practices in Ukraine.
  • Deep knowledge and understanding of CSO/CBO work and their organization trends in Ukraine.
  • A demonstrated high-level tutorial expertise – well versed in delivering trainings and/or presentations.
  • Good writing, reporting and organisational skills.
  • Strong interpersonal, communication and negotiation skills.
  • Excellent skills in using MS Word, Excel, PowerPoint, Teams and Zoom.
  • A high-level of proactiveness, adaptability and flexibility.
  • Full professional proficiency in English.
  • Fluency in Ukrainian and Russian.

Required education

  • Master’s degree (e.g. political science, international development, economics) or equivalent professional qualification

We offer

  • Contract length: 3 months with possibility of extension based on available funding.
  • Level G non managerial
  • Start date: As soon as possible
  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
