How can you make a difference?

Under the supervision of the Education Manager, P-4, the incumbent will effectively coordinate and monitor program implementation of the European Union (EU) funded ‘Restoring Essential Education Services to Conflict-Affected Children in Ethiopia’ project.

The coordinator will:

· Ensure effective planning, overall coordination, implementation, monitoring (including situation monitoring and assessments), documentation, information management, and reporting on all project interventions and all phases of implementation.

· Coordinate with stakeholders and partners to ensure that monitoring systems are properly designed, and that data collection and analysis is coordinated and feeds into program performance monitoring.

· Work closely internally in UNICEF with different sections (Education, Child Protection, WASH, Supply and Logistics) and relevant program and operation staff including Construction Engineers, Administration and Financial Specialists, and federal/field office Specialists for the relevant multi-sectoral programs to coordinate and monitor the EU-funded project.

· Work closely with the Education, Child Protection and WASH clusters, WFP and Plan International to ensure that there is effective convergence programming in selected sites and no duplication and overlap in the implementation of interventions.

· Ensure that project milestones are achieved on time and alert the supervisor, Chief of Education and EU focal person of any challenges rewiring their attention and support

Technical Requirements:

· Ability to network with various stakeholders and handle partnerships in order to achieve results for children.

· Understanding of the overall global development context, including issues such as: poverty, conflict and the impact of these factors on education and vice-versa; and inter-sectoral approaches to address such issues in collaboration with other sectors (including Social Policy, Child Protection, Nutrition, WASH, Health, and Communications within UNICEF).

· Knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming;

· Education sector planning knowledge/ability, including the range of modalities for delivering education, linkages between different sub-sectors (e.g., ECD, Primary, Secondary, Tertiary, Inclusive Education), cost-effectiveness and efficiency issues, key institutional structures, components, and processes, as well as governance issues is an added advantage.

· Knowledge of Project Monitoring and Evaluation.

· Professional technical knowledge/expertise in Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results.

· Emerging international good practice in monitoring and evaluation partnerships.

· Professional technical knowledge/expertise in demography, statistics, and data management.

· Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.

· Professional technical knowledge/expertise in activity M&E, Evaluation Design, data analysis, and reporting as well as team management, Coaching & Training.

· Ability to support engagement with partners e.g., Sector Wide Approaches, Global Partnership for Education, Education in Emergency Clusters, Education Provider Forums, Delivering as One, Inter-sectoral partnerships such as in ECD, as well as networking with other key partners.

· Understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education.

· Understanding of policies and strategies to address issues related to resilience: risk analysis and risk management, education in conflict situations, natural disasters, and recovery.

Qualification and experience required:

  • An advanced university degree (Master’s or higher) in Education, Social Sciences, Statistics, Planning development and M&E, Planning or another related subject; *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of progressively responsible and relevant professional work experience at the national and international levels in education program development and implementation including M&E activities;
  • Previous experience working with the UN System, including a specialized agency such as UNICEF is an asset;
  • Experience in coordinating humanitarian/development programs with different stakeholders/partners;
  • Experience in implementing education programs or coordinating education response in humanitarian settings is and added advantage;
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
