Organizational Setting

FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors and to respond to cries. FAO in collaboration with the Government of Malawi and with support of multiple development partners is implementing a wide range of activities to improve livelihoods of small-scale farmers as well as assisting a more inclusive and sustainable development in the country. FAO Malawi is currently supporting the Government to strengthen community-based resilience in vulnerable rural areas, facilitate a more sustainable management of natural resources and supporting nutrition-sensitive agriculture. Likewise, FAO provides and mobilizes technical assistance required by the country in areas related with agriculture production, agriculture economics and other areas relevant.

Reporting Lines

The Project Coordinator (NPOA-SSF) will be under the overall supervision of the FAO Representative, and the technical supervision of the Small Scale Fisheries Coordinator (Programme) and in collaboration with the SSF Core team in FAO Headquarters and other FAO staff and consultants as required.

Technical Focus:

The incumbent will take lead for the related activities to work towards a National Plan of Action to implement the SSF Guidelines (NPOA-SSF) in Malawi. Considering the COVID-19 situation, some activities will have to take place virtually until the situation allows for physical meetings.

Tasks and responsibilities

The incumbent will more specifically:

  1. Prepare and implement a detailed work plan for the development of an NPOA-SSF, informed by consultations with FAO staff and a virtual training on the NPOA-SSF development tool. The work plan should include inter alia, the following activities led by the NPOA-SSF Coordinator:
    • Identify other projects and initiatives on small-scale fisheries that may be relevant to the development of an NPOA-SSF as appropriate,
    • Lead the preparation and the development of TORS for consultants and contracts, as required,
    • Organize the inception workshop of the NPOA-SSF Development,
    • Coordinate and liaise closely with national and regional relevant stakeholders, including from relevant government agencies, development partners, academia, NGOs, and other stakeholders on the activities,
    • Organize awareness raising, stakeholder consultations, trainings and other capacity development activities for identified target groups such as government, local officials and fisherfolks as per the agreed work plan,
    • Document all the activities undertaken and provide recommendations in the form of an SSF Guidelines implementation framework and an NPOA-SSF in line with the prop.
  2. Planning, through a participatory approach, delivery, and reporting on activities in support of NPOA-SSF development in accordance with the road map that has been developed for this purpose.
  3. Assist in the planning of and arrange for the production of communication products on the activities.
  4. Work in close collaboration with the SSF Coordinator in the implementation of activities under the SSF (FMM) project.
  5. Perform any other tasks needed for the development of the NPOA-SSF, as appropriate.
  6. Prepare and submit a final report on the NPOA-SSF.
  7. Perform other relevant tasks as assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in Fisheries Science, Biological Sciences, Social Science, Development Studies or related areas.
  • More than 5 years of relevant experience in Fisheries policy, management and/or, ecosystem approach to fisheries.
  • Working knowledge of English, and excellent communication in the language of the duty station
  • National of Malawi.
