Travel: a) UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Office/Unit/Project Description:

The COVID-19 pandemic has slowed down the global economy and prolonged the economic contraction in Angola. Informal employment has risen during the pandemic and accounts for nearly 8 out of 10 jobs. Widespread informality is often associated with poor coverage under social protection, low financial inclusion, and lack of decent jobs, among others.

The Angolan Government has responded to these challenges by adopting a response plan to COVID-19 and launching the Program for the Reconversion of Informal Economy (PREI), led by the Ministry of Economy and Planning (MEP) to promote a transition strategy from the informal to the formal economy.

The project aims to foster an inclusive transition from the informal economy to achieve an increased formalization of informal workers to enhance access to social services, credit, and business development services. Achieving these outcomes will mean strengthening the national capacities to effectively operationalize and monitor the PREI, with a strong focus on women, youth, and key vulnerable populations. It also implies enhancing the inclusion of informal workers under the social protection regime, promoting social dialogue with informal workers and their representatives, and enhancing the adoption of digital financial services (DFSs).

The implementation of the project requires a Project Coordinator with relevant professional experience related to the informal economy and employment policies. Under the guidance and supervision of the Programme Manager and direct supervisor, the Project Coordinator provides project management services ensuring high quality and accuracy of work. As Manager of the Project Management Unit, the Project Coordinator will supervise the Formalization Campaign Manager (NPSA) and Digital Finance Scervices Specialist (IPSA) and will also promote a client, quality, and results-oriented approach in the Unit.

Institutional Arrangement:

The Project Coordinator works in close collaboration with the operations, programme, and projects staff in the CO and UNDP HQs staff to exchange information and ensure consistent service delivery, under the direct supervision of the Head of Inclusive Growth and Sustainable Development Cluster.

For day-to-day project coordination, a Project Management Unit (PMU) will be formed by 1) the PREI’s management unit at the Minister of Economy and Planning (MEP), led by the MEP’s National Director of Population; 2) UNDP’s Head of Inclusive Growth and Sustainable Development; 3) UNDP’s Project Coordinator; 4) Formalization campaign manager; 5) Mobile financial services specialist. The PMU will be based at UNDP CO in Luanda and will interact directly with the PREI’s management unit based at MEP. UNDP CO’s technical officers and operations will support the PMU, including human resources, procurement, finance, and communication, among others.

Duties and Responsibilities

Scope of Work:

  • Ensure effective project management and implementation per the annual work plan;
  • Ensure effective implementation of project operations (finance, asset management, administration, HR) in line with UNDP corporate rule, regulation, and policies;
  • Ensure effective financial management of the project;
  • Provide input in the creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Facilitate knowledge management and knowledge sharing.

Required Skills and Experience

Min. Academic Education:

  • A Master's degree in Business Administration, Economics, Public Policy, or Development Cooperation.

Min. years of relevant Work experience:

  • At least 5 years of relevant experience at the national or international level in programme support, management advisory services and managing staff and operational systems.

Required skills and Competencies:

  • Relevant professional experience in the field of the informal economy, employment policy, and/or sustainable development and/ or other related fields;
  • Demonstrated ability in people management and working with diverse teams in developing countries;
  • Managerial experience in programme finance; human resources; procurement and international organization operations;
  • Experience in the UN system be an advantage;
  • Proven ability to deliver under pressure and in short timeframes;
  • Demonstrated knowledge of international operation delivery and project management policies and procedures;
  • Experience in preparing written reports, preferably in financial management;
  • Working experience in an international organization, preferably in international development, is desirable;
  • Knowledge of UN system, IFIs policies and procedures will be considered an asset;
  • Strong interpersonal and communication skills.

Desired additional skills:

  • Experience of work with international organizations, high-level government officials representing central government bodies and local administrations;
  • Prior experience with UN projects or other international organizations is an advantage.

    Required Language(s) (at working level):

  • Fluent English communications skills;

  • Working knowledge of Portuguese communication skills.
