**OVERVIEW** ------------ Post Number : 4KZED0002PA Grade : P-3 Parent Sector : Education Sector (ED) Duty Station: Tajikistan Job Family: Education Type of contract : Project Appointment Duration of contract : 1 year Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 04-FEB-2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism ***Initial duration of the contract is 1 year, with possibility of extension subject to availability of funds and satisfactory performance.*** **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- **Background** In recognition of the scarcity of the skilled teaching workforce as well as the need to improve the quality of learning resources on STEM subjects in the country, UNESCO will implement the project “Strengthening Competency-Based and ICT-Enabled STEM (Science, Technology, Engineering and Mathematics) and VET (Vocational Education and Training) Education and Teacher-Training in Tajikistan” with financial support from the European Union under the Action Document "Quality Education Support Programme II". In order to support Tajikistan in making progress in the achievement of SDG 4 and implementing its recently adopted National Strategy for Education Development for the period until 2030, the project aims to design textbooks, teaching and learning materials for selected STEM subjects based on competency-based curricula at the secondary education and VET level, train teachers as well as equip the teacher training institutes/centres in the areas of ICT and STEM. Within this project, the Ministry of Education and Science, as well as the Ministry of Labour, Migration and Employment of the Republic of Tajikistan, will be supported to strengthen the quality of education and competency-based education in STEM fields with the use of ICTs. Under the overall authority of the Director of UNESCO Almaty Cluster Office for Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, and the direct supervision of the Programme Specialist for Education and in close collaboration with colleagues at the UNESCO Almaty Education Unit, the Education Sector at the UNESCO Headquarters and the Asia-Pacific Regional Bureau for Education, as well as in partnership with the specialized institutions of UNESCO concerned, the incumbent shall be responsible for the management and implementation of the project “Strengthening Competency-Based and ICT-Enabled STEM and VET Education and Teacher-Training in Tajikistan”, including the management of its project team. More specifically, the incumbent shall carry out the following tasks: Long Description ---------------- **1. Steer and coordinate the implementation of the project in accordance with the project’s specific objectives, planned activities and expected outputs by:** a) Ensuring quality achievement of the expected outputs; b) Planning and organizing procurement of goods and services; c) Developing the Terms of Reference and follow–up on the implementation of the contracts, assessing the quality of services provided and requesting disbursement of funds; d) Undertaking missions, as needed, to identify the needs and challenges of the beneficiaries and determine the priority focus areas of the project, including visits to schools, colleges and teacher training centres to evaluate their current situation and analyze the needs, as needed; e) Building synergies with other projects and activities of the UNESCO Almaty Cluster Office in Tajikistan. Long Description ---------------- **2. Ensure the monitoring and evaluation of project implementation, the reporting and communication on project activities by:** a) Ensuring the monitoring and evaluation of project activities, reporting on progress and proposing updates to the project log frame; b) Regularly monitoring the financial status of the project and promptly developing budget revision, as needed; c) Preparing reports on the project implementation to UNESCO’s governing bodies and the Donor, as stipulated in the project document; d) Monitoring the implementation of the communication and visibility plan of the project; e) Fostering exchanges of information, experience, identifying new strategies of action to improve the delivery of services and to achieve the project requirements and objectives. Liaise with the government, national and international stakeholders by:** a) Ensuring project alignment with Government reforms on education and skills development and its sectoral priorities; b) Maintaining regular relations with the Project’s beneficiaries, i.e. national counterparts and key stakeholders (Ministries, teachers and teacher educators, in-service teacher training centres and specialized institutions, regional and local authorities, etc.); c) Participating and contributing proactively to the related work of the UN Results Group on Education, the Local Education Group and Development Partner Group in the country so as to ensure coordination and possible synergies with other programmes in the sector; d) Identifying the needs and bringing to bear UNESCO’s expertise in support of the Government priorities in the field of education, including from the UNESCO-HQ, Asia-Pacific Regional Bureau for Education, UNESCO Institutes and Centres; e) Facilitating the sharing of international experiences and facilitating access to information, knowledge and good practices; f) Setting up mechanisms and actions to ensure the sustainability of the project’s outputs. **4.
